Changning emerges as an influential international high-end district

Since the launch of the 14th Five-Year Plan (2021-25), Shanghai's Changning district has made bold strides toward building itself as a globally influential, high-end international district, achieving remarkable economic and social progress.
In 2024, Changning's GDP surged to 278.9 billion yuan ($39.1 billion), a 1.8-fold increase from 2020. Public budget revenues grew by 8.8 percent annually, reflecting a robust and sustainable economic environment.
Driven by the Hongqiao International Open Hub initiative, Changning's economy has become increasingly export-oriented, attracting 22 new multinational regional headquarters and more than 150 headquarters and R&D centers in total during the 14th Five-Year Plan period.
On the talent front, Changning has refined its policies to attract, nurture, and retain top-tier professionals from around the globe. The upgraded Hongqiao Overseas Talent Service Center provides one-stop support for international talent, facilitating immigration, settlement, and community integration.
The district has also prioritized enhancing the quality of life for its residents. With 169 urban renewal projects, including the restoration of historic blocks and the emergence of 15-minute life circles, Changning offers a vibrant and livable environment for both business and leisure.
