Changning launches national pilot to enhance elderly care services

Shanghai's Changning district has launched a national pilot program to strengthen basic home and community elderly care services, supporting economically disadvantaged seniors with full or partial disabilities.

From October 2025 to February 2026, the program will provide 517 household care beds and deliver in-home services to at least 970 residents, offering professional and personalized elderly care.

The initiative adopts a multi-dimensional approach to provide targeted services. Seniors are classified by living arrangements — living alone, with another senior, or with children — ensuring home adaptations match household conditions. Physical capabilities are assessed to differentiate support for partially and fully disabled individuals, while health needs are categorized into basic health management, chronic disease care, and specialized care, enabling tiered and tailored services.

Professional in-home care covers daily living support, including meal assistance, bathing, cleaning, and mobility aid; health services such as nursing, rehabilitation, and vital signs monitoring; and emotional care through companionship, cultural activities, and convenience services like delegated errands.

Household care beds are upgraded through seven adaptive renovation packages, with optional smart devices such as wearable monitors, smoke alarms, and mobility aids. These measures improve safety, convenience, and comfort, establishing a comprehensive and targeted home-based elderly care system in Changning.
