Changning optimizes administrative services to boost business efficiency

Shanghai's Changning district is rolling out a series of measures in planning and natural resources administration to boost efficiency, reduce business costs, and improve services for market entities, reinforcing its commitment to building a first-class business environment.

One key measure is expanding online real estate registration services, connecting property transfers and mortgage registrations with 21 cities in the Yangtze River Delta region and Beijing.

Changning has also streamlined construction approvals to accelerate project starts. After becoming the first district in Shanghai to issue property certificates as soon as land is delivered for all types of land supply, it went a step further by piloting a new model under which the construction starts immediately when the land is delivered.

Through early involvement before land transfer, parallel coordination among departments, and one-on-one project assistance, multiple permits — including planning, property ownership, and construction-related approvals — can be issued on the same day, enabling projects to break ground without delay.

Inspection and acceptance procedures have likewise been simplified. Changning allows phased acceptance for different buildings under the same permit, promotes one-time surveying with shared results across departments, and integrates planning acceptance with property registration, allowing completed projects to move directly from final inspection to certificate issuance

In terms of regulation, the district has fully implemented a risk- and credit-based supervision system. Enterprises with low risk levels and strong credit records are subject to fewer on-site inspections, ensuring transparent oversight while minimizing unnecessary interference.
