Multiple measures boost high-quality employment in Changning
During the 14th Five-Year Plan (2021-25) period, Shanghai's Changning district has rolled out a series of targeted measures to stabilize employment, encourage entrepreneurship, enhance skill training, and improve social security coverage — delivering tangible benefits for both businesses and residents.
I. Build 15-minute employment service circles
Changning has steadily expanded its "15-minute employment service circle" services to bring job-related services closer to residents' daily lives. Earlier this year, the district pioneered an embedded employment service station at Xiamen Airlines' lounge in Terminal 1 of Shanghai Hongqiao International Airport. The service point offers job seekers and employers fast and convenient access to employment assistance. By scanning QR codes on site, users can directly reach integrated online platforms operated by national, municipal, and district-level authorities, allowing them to access employment policies, recruitment information, and public services in one place.
Similar service stations have been set up across the district. During the 14th Five-Year Plan period, Changning established 22 community-level employment service sites, achieving full coverage across all 10 subdistricts and towns.
II. Offer targeted support for key groups
Changning has placed strong emphasis on supporting key employment groups, including college graduates. Over the past five years, the district organized 563 online and offline job fairs and recruitment events, offering more than 321,000 job positions.
For three consecutive years, the district government co-hosted Shanghai's largest recruitment event and career matching fair for university graduates, helping ease labor shortages for companies while expanding employment opportunities.
In addition, the district explored cross-regional recruitment programs for graduates in the Yangtze River Delta region, enabling local employers to access a broader talent pool.
III. Skill training to support inclusive growth
Focusing on emerging and strategic industries, Changning has stepped up vocational training in key sectors such as aviation services related to the low-altitude economy, the digital economy, and artificial intelligence. These efforts aim to cultivate high-skilled talent urgently needed by growing industries.
During the 14th Five-Year Plan period, more than 174,000 subsidized training sessions were completed through online programs for employees, social training initiatives, and company-led training schemes.
The district also encouraged major enterprises to participate in modern apprenticeship programs. A total of 3,035 people completed enterprise-based apprenticeship training, strengthening the backbone workforce of local companies.
IV. Improve protection for the employed
As the digital economy continues to expand, flexible employment, including self-employment, freelancing, and platform-based work, has become an important source of job creation. Changning has taken steps to ensure that workers in these new employment forms receive better protection and access to social security.
Authorities also issued 5,173 work-related injury determinations and completed 3,777 labor capacity assessments. Meanwhile, Changning distributed more than 103.26 million yuan in pension payments to urban and rural residents.
