UK study tour group explores community governance in Changning

More than 80 students and faculty members from the University of Kent, the University of York, and the University of Southampton visited Shanghai's Changning district on June 10 as part of a China-UK study tour pioneering program supported by the Chinese Ministry of Education.

The Gubei Civic Center was the group's first stop. Participants explored a range of community facilities and governance platforms, including a grassroots legislative outreach office, a public consultation hall, community service centers, and a senior meal service station.

Through guided tours and discussions, the visitors learned how local residents can provide feedback on draft legislation, participate in community consultations, and play a role in neighborhood affairs. The visit also offered insights into the delivery of public services and the day-to-day operation of community programs.

Oli Pope from the University of Southampton said the experience helped him better understand how public views are incorporated throughout legislative and local governance processes. He noted that the community consultation spaces brought together residents with different perspectives and provided opportunities for discussion on local issues.

Katie Ruth Moore from the University of Kent said the visit offered a valuable opportunity to observe Chinese society beyond classroom learning. She was particularly interested in the ways residents participate in community activities and public affairs, which she felt contributed to a strong sense of local engagement.

In addition to the governance-focused tour, participants experienced everyday community life by visiting a neighborhood cafe, observing local cultural activities, and learning about meal services for older residents.

Organizers said the program aims to promote educational exchange and people-to-people connections between China and the United Kingdom. The Shanghai visit gave participants a closer look at community-level governance while creating opportunities for dialogue among young people from both countries.
