Changning launches new skills assessment system to support aviation talent

Shanghai's Changning district has launched a new employer-led vocational skill level evaluation system for the aviation industry.

The system, developed in partnership with China Eastern Airlines, is the first of its kind in China's aviation service sector. It is expected to cultivate more than 10,000 highly skilled professionals and provide clearer career development pathways for frontline technical employees.

Aircraft mechanical maintenance and similar positions are central to aviation safety. However, the absence of national occupational skill level standards and a socialized evaluation system for some of these occupations has made it difficult to assess technical workers' skills objectively.

China Eastern Group has become the country's first aviation services company authorized to conduct employer-led vocational skill level assessments. More than 100 employees have already obtained vocational skill level certificates under the new system.

The assessment framework has also been expanded to include eight aviation ground support programs, including aircraft structural repair and civil aviation cargo handling, have been added to the framework. Coverage will be broadened in phases to better meet business needs and support employees' career development. Flexible assessment schedules have also been introduced for employees working rotating shifts.

China Eastern Group was the only organization in Shanghai designated as a national training base for highly skilled talent in the latest round of selections. It plans to provide specialized practical training across six occupations, including cabin crew and aviation security, with cumulative participation expected to exceed 44,000.

In addition, employment internship bases established by Eastern Airlines Technic Co Ltd, China Eastern Air Logistics Co Ltd, and other companies will offer positions to more than 200 university students and other young people in aircraft maintenance, civil aviation security screening, and related fields.
