Changning district has released the first episode of the 2026 "Best Hongqiao: Business Policy Explained" series, which explains local business policies from the perspective of companies in the district.

The first episode features Kan Wei Jin, legal representative of Norwegian classification society DNV (China) Co Ltd, who shared how streamlined cross-provincial government services have made it easier for multinational companies to relocate and retain foreign professionals in the Yangtze River Delta.

The improvement came after district officials learned during a visit to DNV that foreign professionals moving across provincial-level regions often faced complicated procedures and long processing times when applying for work and residence permits.

Relying on Shanghai's Yangtze River Delta integrated government services task force, municipal and district authorities strengthened cross-regional coordination and streamlined approval procedures.

As a result, the total processing time for canceling old work and residence permits and applying for new ones for foreign professionals has been reduced by nearly 70 percent.
