Changning unveils 3-year plan to boost service industry

Changning has released a three-year action plan to expand and upgrade its service sector for 2026-28. The plan covers eighteen tasks across five major categories, aiming to expand the sector, improve its quality, and increase efficiency.

I. Promote more specialized, higher-value producer services

(1) Advance the industrial internet through digitalization and AI

Develop specialized industrial internet clusters. Introduce a three-year action plan for industrial internet development, implement leapfrog initiatives in key areas such as industrial internet, foster benchmark industrial internet platforms, deepen the development of national-level distinctive industrial internet clusters, and promote the clustering of embodied intelligence enterprises and the scenario-based application of AI agents.

Accelerate the development and integration of data resources. Build a pilot zone for data valorization applications, attract and cultivate various types of data service providers, including infrastructure-oriented operators, support platform enterprises in creating digital and intelligent application showcases, and establish the Shanghai Digital Public Service Center (Hongqiao Digital Valley).

Deepen the “AI+” initiative. Accelerate innovation and upgrading of industrial software, expedite the development and application of industry-specific large models and intelligent agents, create physical training grounds for embodied intelligence, and build a multimodal embodied intelligence corpus collection system.

(2) Unlock the innovation potential of science and technology services

Accelerate the development of R&D service industries. Encourage enterprises to build and upgrade R&D centers, promote the establishment of market-oriented R&D enterprises operating as independent entities, support enterprises in forming innovation consortia, and help foreign-funded R&D centers commercialize their intellectual property locally.

Enhance technology commercialization capabilities. Collaborate on building Digital Silicon Alley incubators, establish proof-of-concept centers and similar facilities, and support enterprises in building offshore incubators.

(3) Enhance the quality and efficiency of transportation and supply chain services

Strengthen international freight capabilities. Seek support for innovative customs supervision models, facilitate international cargo transshipment between Hongqiao and Pudong airports, and support airlines in developing all-cargo routes.

Strengthen the transportation services value chain. Promote the clustered development of air and road freight, freight forwarding, and related services; encourage the development of bonded aircraft maintenance, financial leasing, and other businesses; and promote the establishment of aircraft materials trading platforms by airlines.

Accelerate the digitalization of aviation trade. Guide freight forwarders, import-export traders, and other entities to adopt blockchain, extend blockchain infrastructure to more enterprises and scenarios, and create a portfolio of digital application scenarios for aviation trade.

Expand supply chain financial services. Encourage district-based financial institutions to develop supply chain financing products in compliance with laws and regulations and within risk-controlled frameworks.

(4) Cultivate competitive professional services

Develop a collaborative innovation zone for the Hongqiao International Central Legal Hub. Build a service matrix featuring "one core, two chains, and five functions", facilitate measures for substantive cooperation and association between law firms from the Chinese mainland, Hong Kong and Macao, and promote the use of digital technologies in international legal services.

Strengthen the digital advertising ecosystem. Develop "AI + Advertising" and support enterprises in innovatively applying large models.

Enhance the efficiency of human resources services. Expand high-value-added business formats such as executive search and digital intelligent recruitment, and encourage HR agencies to develop toward digitalization, vertical specialization, and internationalization.

Promote deep integration of inspection, testing, and certification with manufacturing and other industries. Consolidate the professional advantages of international institutions in shipbuilding, textiles, and other industries, support the construction of industrial metrology and testing centers, encourage institutions to pursue international accreditation, and integrate into the construction of the international quality inspection and technical service cluster in the Hongqiao International Central Business District.

Promote the creation, commercialization, and protection of high-value intellectual property in emerging fields. Deepen the construction of intellectual property (IP) operation service clusters, encourage enterprises in key areas to apply for fast-track patent pre-examination, continue promoting IP registration for data products, and support IP service agencies in overseas expansion.

(5) Develop green and low-carbon services

Support the development of green industries. Focus on areas such as bio-based materials that support sustainable development, explore the establishment of district-level platforms and ecosystems for green industry transformation and demonstration, encourage enterprises to undertake major green and low-carbon sci-tech projects, and create demonstration scenarios for green and sustainable consumption.

Improve low-carbon management systems. Promote the implementation and application of product carbon labeling certification systems, encourage demonstration enterprises to take the lead in establishing full-process management systems for green electricity, green certificates, and ESG-based dual-carbon initiatives, guide key units and buildings to establish energy-saving and carbon-reduction management mechanisms, and coordinate with the establishment of carbon footprint systems.

Advance building energy efficiency and photovoltaic construction. Promote large-scale energy-efficient retrofits of existing buildings, deepen the CN100 Building Carbon Neutrality Initiative, launch "PV+" initiatives, and explore the implementation of zero-carbon building projects.

II. Promote high-quality, diversified, and convenient development of consumer services

(6) Advance innovation in consumer internet

Build a leading e-commerce hub. Encourage qualified platform enterprises to increase AI investment, support e-commerce enterprises in innovating scenarios such as intelligent product selection, support e-commerce platforms in establishing regional headquarters and innovative businesses, strengthen professional services and auxiliary support in the e-commerce sector, and further strengthen the e-commerce ecosystem.

Further develop live-streaming economy clusters. Continue building live-streaming economy clusters led by fashion consumption, featuring brand self-broadcasting and quality live-streaming, focus on sectors such as apparel, cosmetics, and daily chemical products, cultivate new live-streaming business formats such as digital humans, and accelerate the integrated development of live-streaming with consumer services, culture and sports, tourism, and other consumption sectors.

(7) Deepen integrated development of culture, commerce, tourism, sports, exhibitions, and green spaces

Enhance the integrated development mechanism spanning culture, commerce, tourism, sports, exhibitions, and green spaces. Integrate full-chain promotion resources, innovate "culture & tourism + all industries" consumption scenarios, and build distinctive cultural and tourism brands.

Promote the clustered development of travel agencies and related service industries. Introduce a three-year action plan to promote the integrated development of culture, commerce, tourism, sports, exhibitions, and green spaces through industry, spatial, and factor clustering of travel agencies, establish funds to promote the clustered development of travel agencies, attract and cultivate platform-based tourism enterprises, develop distinctive tourism routes and inbound tourism products, and improve the convenience of cross-border payments.

Innovate consumption scenarios and models. Enrich nighttime consumption scenarios, support distinctive blocks in applying for national-level nighttime cultural and tourism consumption clusters, develop the “ticket-stub economy,” innovate “ticket +” linked consumption promotion models integrating shopping, hotels, cuisine, and cultural creativity, strengthen the branding of accommodation services, promote the integration of cultural and tourism resources into hotels, and create themed hotels.

(8) Accelerate quality upgrades in catering and household services

Build distinctive catering brands. Leverage resources from the Global Taste in Shanghai campaign, rely on the construction of distinctive catering clusters and the cultivation of global gourmet landmarks, introduce innovative dining concepts that can serve as industry models, and attract first stores of catering brands.

Promote the professionalization, standardization, and regulated development of domestic services. Promote the transition of domestic service enterprises to employee-based models, encourage targeted training of service personnel, support the formulation of industry group standards and enterprise standards, and promote the “branded company + community micro-station” model.

(9) Improve the match between supply and demand in elderly care and childcare

Support integrated development of "property management + elderly care", "household services + elderly care", and similar models, encourage professional institutions to operate community elderly care facilities, build “nursing home + internet hospital” facilities, and promote co-location or adjacent placement of medical and elderly care facilities.

Promote high-quality development of the silver economy. Develop the "Yue Ning Sen Huo Hui" project, build the "Double Nine Shopping Festival" brand, build distinctive blocks for the silver economy, strengthen industry alliance building, and attract and cultivate rehabilitation assistive device and smart elderly care enterprises.

Deepen the integration of childcare and early childhood education. Build an inclusive childcare service system, explore care services for younger infants, develop integrated medical and childcare services, and support the development of employer-sponsored childcare, community-embedded childcare, and other models. Explore the joint development and shared use of “elderly care + childcare” facilities, and encourage the development of new elderly care and childcare services.

(10) Increase the supply of high-quality medical services

Optimize medical and health services. Enhance comprehensive regional diagnosis and treatment capabilities through municipal-district collaboration, promote accessible, high-quality medical services and companion-free care, support Tongren Hospital in becoming a high-level Grade 3 Class A general hospital, and support Guanghua Hospital in undertaking national key R&D program projects.

Advance the life and health industry. Develop fields such as frontier biotechnology and high-end medical devices, support the construction of medical device testing and certification centers, and expand application scenarios for intelligent diagnosis and treatment, pharmaceutical R&D, and other areas.

Support non-governmental entities in providing high-end medical services. Promote the orderly development of special-needs and international medical services, and encourage qualified hospitals to obtain international commercial insurance certification.

(11) Promote convenient and efficient resident services

Improve the supply of community convenience services. Roll out district-wide pilot programs for “15-minute community life circle” demonstration areas, promote multi-format clustering and integration in community business circles, promote intelligent layout of the catering industry, and prioritize the layout of convenient formats such as chain breakfast outlets. Encourage the use of existing properties to build community-embedded service facilities with composite functions, promote the integrated networking of community service resources, and expand access to convenience services both online and offline.

Support the expansion of instant retail business. Cultivate instant retail entities and expand the supply of high-quality instant retail services.

III. Develop benchmark brands in the service sector

(12) Strengthen the cultivation of the "Shanghai Brand"

Promote “Shanghai Brand” certification and upgrading. Guide enterprises to participate in “Shanghai Brand” certification, promote district-owned State-owned enterprises in consolidating and enhancing “Shanghai Brand” advantages, and comprehensively revitalize the time-honored Dadi brand.

Promote the internationalization of enterprise brands. Encourage enterprises to accelerate global brand operations and management, and support local high-end brands in global resource allocation.

(13) Build the "Fashion Changning" identity

Strengthen the six key areas of fashion consumption: fashion and apparel, beauty and skincare, fast-moving consumer goods and daily necessities, catering and tea beverages, functional foods, and emerging consumption; strengthen IP-brand linkage; and create themed pop-up stores and interactive experience halls.

Integrate R&D, production, trade, and brand development across the value chain. Collaborate with universities and enterprises to tackle key technologies such as "smart wearables + fashion design," support enterprises in applying industrial internet to achieve intelligent flexible production, and promote the transformation of traditional commercial complexes toward "experience + retail + social interaction" scenarios.

Create new fashion-forward consumption settings. Implement differentiated renewal strategies for historic districts and distinctive blocks, and upgrade fashion consumption blocks.

(14) Build the “Shanghai Silicon Alley” sci-tech innovation district

Cultivate industrial clusters. Focus on sectors such as industrial internet, integrated circuits, and electronic materials, leverage the role of functional institutions, and attract and incubate hard-tech projects. Integrate and release scenarios for government affairs, community, safety, and commerce.

Boost the innovation ecosystem. Improve sci-tech innovation policies, build incubators in a tiered manner, explore the transformation of Xinwei Zhigu into an accelerator, and create the “CAS Twin Institutes Silicon Alley Innovation Belt.”

Accelerate brand cultivation. Map the Silicon Alley industrial landscape, build the overall image of Silicon Alley, cultivate sci-tech-focused communities, and host events such as Innovation Talk.

IV. Deepen reform and opening-up in the service sector

(15) Deepen service sector reform and innovation

Integrate into and contribute to the development of the unified national market. Remove hidden barriers and discriminatory policies, encourage social capital to participate in bidding and government procurement in sports competitions, elderly care, and other fields, and intensify efforts to curb involution-style competition.

Promote reform in key service sector areas. Capitalize on opportunities arising from the development of the Hongqiao International Open Hub and the optimization of the China (Shanghai) Pilot Free Trade Zone and the enhancement of its quality and efficiency and strive for pilot implementation of leading reform measures. Expand the applicability of policy innovations such as "one address, dual use" and "one address, dual certificates", promote the "tidal business zone" model in commercial complexes, and accelerate the implementation of industrial projects through enterprise commitments, recommendations from industrial parks and commercial buildings, and other means.

(16) Advance regulatory innovation in the service sector

Improve the quality and efficiency of comprehensive regulation. Continuously standardize the application of inspection codes, explore district-level cross-department comprehensive regulatory scenarios with distinctive features, improve the "comprehensive + industry" enterprise credit evaluation system, promote "credit + risk" tiered and categorized regulation, and refine the lists of entities subject to non-intrusive regulation and matters covered by the “no disturbance without cause” principle.

Innovate and upgrade regulatory approaches. Coordinate with and guide platform enterprises in exploring the establishment of digital models for government-enterprise cooperation, expand the application scope of off-site inspection scenarios, and regulate profit-driven professional reporting practices.

(17) Build a hub for enterprises going global

Develop a Hongqiao headquarters cluster for enterprises expanding into overseas markets. Implement the three-year action plan for the Hongqiao headquarters cluster for enterprises going global, build a "15-minute going-global service circle", attract headquarters of cross-border e-commerce companies and other internationally expanding enterprises, and develop dedicated buildings providing services for overseas business expansion such as the Hongqiao Catering Innovation Valley.

Strengthen the functions of going-global service platforms. Build "Hongqiao Overseas Service Stations", expand one-stop services including overseas testing and certification, overseas IP rights protection, and legal consulting, and organize going-global business training.

V. Continuously improve support measures for service sector development

(18) Improve support and monitoring frameworks for service sector development

Establish and improve eight special task forces and improve the coordination mechanism for service sector operations. Launch a three-year action plan for the renovation and upgrading of commercial buildings, increase efforts to revitalize underutilized land, and accelerate the renovation, upgrading, and composite utilization of old residential communities and park green spaces.

Build a talent system aligned with new quality productive forces, and launch the "Skills Light Up the Future" training initiative.

Implement loan interest subsidy policies for service sector market entities, and support enterprises in participating in "two major" initiatives — major national strategies and security capacity building in key areas — and the "two new" initiatives — large-scale equipment upgrades and consumer goods trade-ins. Strengthen sci-tech financial support, attract various types of capital, leverage Changning's role as one of the first pilot districts for the municipal State-owned capital fund post-investment empowerment coordination platform, coordinate municipal and district sci-tech innovation resources, and help smooth financing channels for sci-tech enterprises.

Encourage industry organizations and enterprises to participate in standard-setting, and promote international cooperation and mutual recognition of standards. Strengthen coordination with municipal departments, carry out statistical monitoring of new business formats and models in key service sector areas and service consumption, draw on the municipal comprehensive evaluation indicators for service sector development, and strengthen dynamic monitoring and analysis of the district’s service sector.
