1. First-time application

Log in to the website of the Exit-Entry Administration Corps of the Shanghai Municipal Public Security Bureau, and select the appropriate category for foreign talent.

On the next screen, select "First-time application or application by new employer".

Fill in the required information and upload the required documents before submitting your application.

You'll then receive a notice. The result of the online review will be sent to you via SMS within three working days. Once your application passes the online review, you should go to the Exit-Entry Administration Corps of the Shanghai Municipal Public Security Bureau to submit the application documents in person.

 

2. Extension of residence permit

This option applies when the purpose of residence and employer remain the same as in the previous application. Applications for an extension must be submitted at least 30 days before the current residence permit expires.

Fill in the required information and upload the required documents before submitting your application.

You'll then receive a notice. The result of the review will be sent to you via SMS within three working days.

 

3. Renewal of residence permit (change of passport number)

Applications to change the passport number on a residence permit must be submitted within 10 days of the change. The purpose of residence and the permit's validity period remain unchanged.

Fill in the required information and upload the required documents before submitting your application.

You'll then receive a notice. The result of the review will be sent to you via SMS within three working days.

 

In-person submission

First-time applicants must apply in person. For subsequent applications, the applicant's employer or a relative may apply on their behalf with the required supporting documents.

Processing time

If application materials are complete, processing will be completed within seven working days. Eligible foreign talent who make an online appointment and pass the review may complete the procedure on the spot at the dedicated counter for foreign talent with online appointments.

 

Processing fees

1. Residence permit valid for less than 1 year: 400 yuan/person

2. Residence permit valid for 1 year or more but less than 3 years: 800 yuan/person

3. Residence permit valid for 3 to 5 years, inclusive: 1,000 yuan/person

4. Adding an accompanying person: an additional fee will be levied at the corresponding rate for each added person

5. Removing an accompanying person: 200 yuan per person per application

6. Change of residence permit information: 200 yuan per application
