Key global AI governance initiatives unveiled at WAIC 2025

The 2025 World Artificial Intelligence Conference and High-level Meeting on Global AI Governance opened on July 26 in Shanghai. The opening ceremony featured the launch of several global initiatives aimed at advancing cooperation, innovation, and responsible development in the AI era.

Here are the highlights:

🔹 Center for Global AI Innovative Governance

Rooted in China's practical experience in AI governance, the newly established Center for Global AI Innovative Governance will focus on capacity building and coordinated policy efforts. It aims to deliver a broad range of international public goods and contribute to the early development of widely accepted global frameworks and regulatory standards for artificial intelligence.

🔹 AI from China Benefits the World (2025) Case Collection

Released at the ceremony, the AI from China Benefits the World (2025) Case Collection presents real-world projects in which Chinese AI technologies have been applied across diverse countries and regions. The collection highlights China's role in global AI collaboration through vivid firsthand accounts of joint development and deployment.

🔹 International Open Source AI Cooperation Initiative

The International Open Source AI Cooperation Initiative, also launched at the event, seeks to harness the collective wisdom of the global open-source community to drive innovation in AI. The initiative promotes collaborative development, strengthens co-governance across ecosystems, and accelerates the real-world application of responsible AI. It also emphasizes respect for intellectual property and positions open-source technologies as a bridge across global digital divides — laying the foundation for an inclusive, equitable AI future.

🔹 MAZU: China's Solution to Early Warning for All

WAIC 2025 also introduced MAZU, a multi-hazard early warning solution developed by China to support the creation of a global early warning network. The system reflects China's technical expertise and practical experience in disaster prevention, while promoting international knowledge exchange. As part of the rollout, the urban-specific AI agent Mazu-Urban was officially delivered to support smart disaster preparedness in cities.

🔹 Global AI Governance Action Plan

The newly released Global AI Governance Action Plan lays out a forward-looking roadmap for international collaboration on AI development and oversight. It calls for the open sharing of AI technologies to drive innovation and inclusive growth, encourages bold experimentation and cross-border scientific cooperation, and supports the creation of international platforms for joint research and dialogue.

The plan advocates for innovation-friendly policy environments, regulatory alignment across countries, and deeper cooperation in technology transfer and real-world implementation. It also seeks to reduce technical barriers and expand practical AI adoption across industries through open-use scenarios under the "AI Plus" model. Together, these measures aim to raise global standards for innovation, governance, and ethical AI development.

This year's WAIC, themed "Global Solidarity in the AI Era", features five major components: forums, exhibitions, competitions, interactive applications, and innovation incubation. The exhibition area exceeded 70,000 square meters for the first time, with over 800 enterprises participating and over 3,000 cutting-edge AI products on display — the largest scale in the event's history.
