The platform, guided by the Ministry of Education, aims to bring digital education to all learners and promote international exchange and cooperation in the field. It follows the "3C" principle – connection, content, and cooperation, and the "3I" direction – integration, intelligence, and internationalization.
The platform provides a variety of information services, resources, and a service hall for learners around the world. It supports the six official languages of the United Nations – Chinese, English, French, Russian, Spanish, and Arabic.

The resources section currently offers approximately 780 courses covering 12 disciplines and 17 major categories, including literature, engineering, science, and arts. The courses are taught by lecturers from over 100 high-level institutions, including Tsinghua University. The section also links to digital museum resources, such as the National Museum of China, the Palace Museum, the Dunhuang Museum, and the Henan Museum, offering learners an immersive experience of China's profound history and culture.
The service hall section focuses on the areas of studying abroad and studying in China, providing learners with seven services, such as visa services for international students studying in China and Chinese language proficiency examinations.
