MOHRSS establishes first national public employment service regional center in Shanghai

Recently, the National Public Employment Service Regional Center (Shanghai) was inaugurated in Shanghai, and the center’s coordinating group held its first working meeting. 

This marks the first time the Ministry of Human Resources and Social Security of the People's Republic of China (MOHRSS) has established a regional service center in the country, aimed at further improving the employment service system.

The regional center operates under the Shanghai Employment Promotion Center, with a leadership group formed by relevant departments of the MOHRSS and the Shanghai Municipal Human Resources and Social Security Bureau. 

The group will hold regular meetings and establish regulations and procedures. To pool resources and strengthen intellectual support, the regional center will collaborate with national and municipal high-end think tanks, research institutions, and universities, such as the Chinese Academy of Labour and Social Security and the Chinese Academy of Personnel Science, especially engaging with well-known experts and scholars in the employment and entrepreneurship sectors to conduct significant research projects. 

Additionally, the center will leverage the development and application of the "Digital Human Resources and Social Security" Decision Support System 2.0 to advance reforms, such as the "access more government services via a single website", "one thing done in one go", and " enjoy benefits without applying".

In the future, with guidance from the MOHRSS, the regional center will serve major national development strategies, conduct related research, enhance international cooperation in skills development, and contribute to organizing the WorldSkills Competition. 

It will also deepen cooperation on human resources across the Yangtze River Delta region, promoting the integration of high-quality public employment services, human resources market services, and other resources. 

The center will focus on key industries like artificial intelligence, elderly care, and domestic services, accelerating the training of urgently needed skilled talent. It will also work to improve digital intelligence capabilities, creating more model application scenarios in the field of public employment services.
