Get to know social insurance subsidy for early-stage startups in Shanghai

The social insurance subsidy for early-stage entrepreneurial organizations is a support policy aimed at alleviating the social insurance burden for startups. It's designed to help startup teams preparing to register a company, or businesses planning to expand by reducing employment costs.

Eligible applicants:

Four types of startup organizations registered in Shanghai within the past three years are eligible – including small and micro-sized enterprises, self-employed individuals, farmer cooperatives and private non-enterprise bodies.

Application requirements:

To apply for a subsidy, the startup organization must meet all the following conditions:

I. The legal representative or person in charge must be either a local resident with Shanghai household registration or a non-local resident with a Shanghai Residence Card, a Residence Permit for overseas talent – or have obtained preferential qualifications as a returned overseas student starting a business in Shanghai.

II. The organization must have employed staff for more than six months.

III. Small and micro-sized enterprises, self-employed individuals and private non-enterprise bodies must pay pension, medical, unemployment, work injury and maternity insurance for employees in accordance with local regulations. Farmer cooperatives must pay pension insurance and medical insurance through collective participation, as per regulations.

IV. The entity responsible for social insurance payments must be the same as the organization registered as the employer and applying for the subsidy.

Subsidy standard:

I. Small and micro-sized enterprises, self-employed individuals and private non-enterprise bodies are eligible for a subsidy covering 50 percent of the employer's contribution, calculated based on the lower limit of the social insurance base for pension, medical and unemployment insurance. Farmer cooperatives will receive a subsidy covering 50 percent of the employer's contribution for pension and medical insurance also calculated based on the lower limit of the social insurance base.

II. The subsidy is available for up to eight employees per month for each organization.

Subsidy period:

The subsidy period is available for up to 36 months from the date of the organization's registration.

Applications can be submitted online via the Shanghai Human Resources and Social Security Self-Service System (zzjb.rsj.sh.gov.cn/zzjbdl/jsp/login.html#/).
