Shanghai launches social insurance subsidy for maternity leave
To support updated maternity leave policies, protect employees' rights, and enhance workplace well-being, Shanghai has introduced a subsidy policy for eligible employers.
Eligibility
Effective January 1, 2025, employers in Shanghai may apply for a social insurance subsidy if they meet the following criteria:
- Have female employees who give birth during their employment.
- Fully comply with Shanghai's statutory maternity leave and additional birth leave policies.
- Continue paying social insurance contributions for these employees throughout their maternity and birth leave.
Eligible employers include enterprises, social organizations, law firms, accounting firms, and individually owned businesses enrolled in social insurance as entities.
Subsidy standard
The subsidy covers 50 percent of the employer's actual contributions to the following insurances during the employee's maternity and birth leave:
- Basic pension insurance
- Basic medical insurance (including maternity insurance)
- Unemployment insurance
- Work-related injury insurance
Subsidy duration
The subsidy is provided for six months, starting from the month the employee gives birth.
Application process
Employers can apply for the subsidy through the Shanghai Human Resources and Social Security Self-Service Platform. Log in to the platform with a "Legal Entity One Pass" (法人一证通) account or electronic business license, navigate to the relevant section, and submit the application online.
