By 2030, Shanghai aims to achieve more than 58 million TEUs (twenty-foot equivalent units) in annual container throughput and 150 million air passenger trips, reinforcing its status as a global shipping hub.

The targets are outlined in a guideline for Shanghai's comprehensive transportation development during the 15th Five-Year Plan period (2026-30). The guideline aims to build a high-quality, integrated transportation system that is people-centered, efficient, smart, green, and resilient by 2030, according to the Shanghai Observer on Aug 22, citing the Shanghai municipal government's official website.

The 15-item guideline also aims to achieve an average daily public transportation passenger volume of 15.3 million trips by 2030. It outlines seven areas of work, including strengthening Shanghai's global influence as an international shipping center, improving transportation services across the Yangtze River Delta region and the Yangtze River Economic Belt, upgrading the comprehensive transportation network, and promoting digital, smart, and green development across the sector.

With the completion of Shanghai East Railway Station and Baoshan Railway Station, along with the upgrade of the Hongqiao transportation hub, the city's comprehensive transportation network is expected to take shape, better connecting Shanghai, the Yangtze River Delta, and international markets, according to the guideline.

The city also plans to further optimize its multimodal rail transit network, with combined operating mileage expected to reach 1,260 kilometers.
