Shanghai's Putuo district has released the 15th Five-Year Plan (2026-30) for the development of its Zhenru Sub-center.

The blueprint positions Zhenru to grow into a high-end business cluster in western Shanghai, a digital-transformation demonstration zone and a cultural-commercial landmark serving the Yangtze River Delta by 2030.

Zhenru is a key node along the Shanghai-Nanjing Industrial Innovation Belt, linking eight cities and one district in the delta. It is set to integrate with the Hongqiao International Open Hub.

The strategy centers on the data economy. Zhenru's Haina town has been selected as a national data industry cluster zone, and the Shanghai International Digital Advertising Park now hosts over 250 companies. The plan expects the digital advertising sector to exceed 26 billion yuan ($3.9 billion) by 2030.

Zhenru Sub-center will focus on advanced computing, deep intelligence and the metaverse. It aims to attract regional headquarters and professional services firms, particularly high-end foreign enterprises, leading domestic listed companies and industry segments linked to State-owned enterprises.

Zhenru Sub-center is served by five converging rail lines, with an underground vehicle passage connecting core commercial blocks. Shanghai West Railway Station is planned as a high-speed rail tourism hub.

Commercial anchors including Zhenru Huanyucheng MAX and a Sam's Club have already opened, alongside urban renewal projects tied to the area's ancient town, which has more than 700 years of history.
