2025 goals: Huangpu targets reform, innovation, urban renewal

Editor's note: 2025 marks the final year of China's 14th Five-Year Plan (2021-25). During their annual "two sessions", Shanghai's districts outlined their agendas for the year ahead. Let's take a closer look.

Huangpu district, located in the core area of Shanghai, outlined its 2025 plan during the sixth Session of the third Huangpu District People's Congress held on Jan 8 at the Huangpu Culture Center.

In its government work report, the district acknowledged ongoing challenges, particularly the need to accelerate high-quality development through reform, opening-up and innovation.

Urban renewal remains a priority, with a focus on improving living conditions and optimizing the allocation of public services. The district also recognizes the need to enhance the resilience and security of Shanghai’s core area.

To address these challenges and fulfill its role as a central hub, Huangpu has set six key priorities for 2025.

These include deepening reforms and opening-up, driving industrial optimization and upgrading, and enhancing urban soft power. The district also aims to improve public welfare, elevate the quality of its urban environment, and modernize its governance.
