2025 goals: Changning aims for trillion-yuan industries, digital leadership

Changning district outlined seven key priorities for 2025 during the sixth Session of the 17th Changning District People's Congress on Jan 8, aiming to drive high-quality economic development, enhance urban competitiveness, foster innovation and improve living standards.

The district will prioritize strengthening its innovation as a key driver of growth, by optimizing industrial policies and nurturing four pillar industries — the intelligent internet, fashion and consumption, aviation and transportation services, as well as business and financial services — with the goal of developing them into 1 trillion-yuan ($13.64-billion) industry clusters.

Leveraging its strengths in digital technology and the aviation sector, Changning will facilitate pilot programs within the national blockchain network's Shanghai hub – particularly in maritime digitalization.

The district also plans to establish a municipal-level live-streaming economy cluster and create a dedicated fashion consumption zone.

Further bolstering its position in the aviation sector, Changning will develop the Hongqiao International Low-Altitude Economy Industrial Park and establish a headquarters cluster for the low-altitude economy in the Yangtze River Delta region.

In parallel, Changning will advance the construction of Hongqiao Intelligent Valley, a national innovation and entrepreneurship demonstration base, into a high-standard technology innovation zone and cultivate high-quality incubators.

The district will also enhance the Shanghai Hongqiao One-Stop Service Center for Overseas Talents, implement talent recruitment initiatives focused on key industries and promote the integration of talent, innovation and industrial chains.
