Shanghai unveiled its latest plan to optimize the city’s business environment, marking the eighth iteration of its ongoing efforts to consolidate its status as an international business hub.
The new version, dubbed "8.0", prioritizes improving the experience of businesses operating in the city.
In response, various districts have hit the ground running, translating the plan's objectives into concrete action plans and targeted measures. This proactive approach is said to underscore the city's commitment to foster a business-friendly ecosystem that attracts investment and fuels economic growth.
Huangpu launches 'seamless supervision' pilot program
Huangpu district has embarked on a pilot program to implement a "seamless supervision" model, aiming to minimize the impact of regulatory oversight on business.
The innovative approach leverages technology and data to conduct inspections more efficiently and reduces the frequency of on-site visits.
Through a digital platform called Qiyizhu, which holds information on businesses operating in 136 major buildings in Huangpu, authorities can remotely monitor compliance and identify potential issues. This allows for targeted interventions and eliminates unnecessary disruptions for compliant businesses.
Seven pilot buildings, including the Bund Finance Center or BFC and Shanghai Raffles City, are participating in the initial phase of the program.
Xuhui emphasizes direct engagement, practical assistance
While streamlining its regulatory processes, Xuhui district is committed to providing tangible support to businesses operating within it.
District officials have been conducting visits to businesses, engaging in direct dialogue to understand their needs and concerns.
During a visit to a trading company headquartered in Seoul, district officials addressed concerns regarding cross-border settlement procedures and pledged to provide assistance in navigating the regulations. This hands-on approach will help ensure that businesses receive necessary support to thrive in the city.
Putuo launches 'PLUS' action plan to enhance business services
Putuo district has launched a comprehensive initiative dubbed the "Serving Enterprise PLUS" action plan to enhance business services and improve the overall experience. Key elements of this plan include:
"System PLUS": Senior district officials assume the role of chief service officers to address major issues faced by businesses.
"Ecology PLUS": The district aims to create a feedback loop where business needs and challenges directly inform policy innovation and service optimization. This proactive approach ensures that the evolving needs of businesses are met effectively.
Tailored solutions to boost industry support
Recognizing the unique needs of different sectors, Shanghai's "8.0" plan emphasizes providing customized solutions for specific industries.
Several districts — including Fengxian, Songjiang and Jiading districts — have already begun implementing measures that cater to the specific needs of their respective key industries.
Fengxian, for instance, is focusing on promoting digital transformation in traditional sectors. Initiatives include establishing 100 new technology applications scenarios, supporting the upgrading of traditional enterprises through "intelligent transformation and digital upgrading" and fostering a culture of "frontline employee innovation".
Songjiang is taking a targeted approach to strengthen its key industry supply chains. The district has mapped out four niche industries, with a focus on satellite internet and intelligent terminals. Action plans and preferential policies are being rolled out to attract companies operating in these sectors and to bolster the development of robust industry clusters.
As a hub for the automotive industry, Jiading is leveraging its legal expertise to support the sector's growth. The local court has published white papers analyzing legal risks related to new energy vehicle facilities and financial services in the automotive industry. These resources offer invaluable insights for businesses operating in these rapidly evolving fields.
Changning pioneers notarial deposit system
Changning district has introduced a novel notarial deposit system to address challenges related to pre-paid consumption, particularly in the fitness industry.
The pioneering initiative, launched in June 2024, mandates that businesses deposit pre-paid funds into accounts supervised by a notary public. This ensures that consumers' interests are well protected in case of business closures or disputes.
The platform is said to have gained significant traction, with 12 businesses and over 300 prepayment contracts already under its purview.
Changning plans to expand the system to other sectors, including education and elderly care, to further strengthen consumer protection and promote mutual trust in the marketplace.
Baoshan streamlines business services with integrated center
To facilitate the smooth transition from investment to operational capacity, Baoshan district has established an investment and service integrated center.
The center serves as a one-stop innovative platform for businesses — streamlining administrative processes and offering comprehensive support throughout the entire business life cycle.
The center's effectiveness was recently demonstrated when it actuated the swift approval of a project modification for a technology company.
By coordinating with relevant departments and empowering officials to make on-the-spot decisions, the center resolved a critical bottleneck, enabling the project to proceed without delay.
