Changning district to optimize business environment

Shanghai's Changning district has formulated its action plan 8.0 to optimize business environment, aiming to enhance the experience for enterprises and deepen benchmark reforms.
The district will utilize its winning hands in data application, legal safeguards, secure prepayments, youth-driven economy, overseas expansion support, regulatory efficiency, talent services, and more, building a world-class business environment characterized by marketization, rule of law, and internationalization.
I. Aligning reforms with World Bank B-Ready standards
The district will adhere to Word Bank reform tasks, including facilitating market access, acquiring business premises, public infrastructure services, labor employment, accessing financial services, international trade, taxation, resolving commercial disputes, promoting market competition, and handling bankruptcies. These efforts aim to provide enterprises with a more open, transparent, stable, and convenient service environment.
II. Optimizing comprehensive services for enterprises
The district will propose 23 measures across four categories of services: government affairs services, policy services, essential supply of production factors, and foreign-related services. These initiatives are designed by focusing on all elements of enterprise operation and the entire process of handling affairs.
The district will emphasize efficiency and speed in government affairs services, highlight clarity and accessibility in policy services, and emphasize financing support and data application in ensuring the supply of production factors, all while addressing issues of common concern for talent in areas such as settlement, education, and housing. It will also emphasize professional support and convenience in foreign-related services.
III. Optimizing enterprise-related regulatory inspections
The district will launch 18 measures and tasks focusing on innovating regulatory approaches, enhancing inspection quality and effectiveness, and protecting the legitimate rights and interests of enterprises. By embracing the concept of inclusive and prudent regulation, these initiatives aim to facilitate the emergence and growth of new business formats and models.
The district will specify corresponding measures to address common concerns of enterprises regarding administrative inspections and rights protection, including comprehensively implementing an administrative "inspection code" system, ensuring inspections are conducted only with a code, codes are displayed during inspections, and evaluations can be conducted post-inspection.
IV. Strengthening community-level foundation of business environment
The district will propose nine measures and tasks to create a diverse business environment and support the development of business environment in sub-districts, towns, and parks.

It will solidify the community-level foundation of business environment.
It will support the creation of distinctive business environment brands in sub-districts, towns, and industrial parks.
V. Fostering favorable social environment
The district will give full play to various government-enterprise communications mechanisms at all levels.
It will resolve enterprise-related requests.
It will publicize collected feedback from enterprises.
It will conduct exemplary publicity efforts.
It will provide solid support and foster a positive atmosphere for the implementation of the plan and the optimization of the business environment.
