Changning taps local services to improve business environment
In 2026, Shanghai's Changning district has rolled out 32 measures and eight initiatives to improve its business environment, with its nine subdistricts, one town, and the Hongqiao Linkong Economic Park tailoring services to companies' needs.
Tianshan subdistrict cut the time needed to establish an online education operation from six months to two months by streamlining approval procedures.
In the first year of operation, the Hongqiao International Low-Altitude Economy Industrial Park has attracted 14 companies to settle in the park, supported by dedicated teams that provide business, human resources, and legal services.
Xinhualu subdistrict has transformed a 200-meter stretch of Xingfu Road into a mixed-use space that combines marriage registration services, shops, and green space. Evening dining and shopping, along with weekend architecture tours, have further enhanced the area's appeal to workers.
Beixinjing subdistrict, home to Shanghai's first artificial intelligence community demonstration site, offers smart parking and a 24-hour digital judicial office. Its 15-minute community life circle also provides access to education, health care, commercial, cultural, and sports facilities.
Xianxia Xincun subdistrict is developing a subdistrict-wide testing ground for technologies serving older adults, with nearly 20 companies helping to create real-world testing opportunities throughout the area.
