Fengxian will advance smart approval services of high-frequency matters concerning enterprise establishment and operation.

The district will leverage artificial intelligence to facilitate the registration of business entities.

It will expand the "intelligent self-check" service for corporate tax declarations.

Utilizing the "digital customs declaration hall", Fengxian will provide efficient, convenient customs clearance services for goods.

Expanding 'bring in' services

The district will improve the "one-stop" service system in the WRSA Returnee Town · Shanghai Fengxian (a strategic, industry-talent integration project jointly developed by the Western Returned Scholars Association, Fengxian district and Lingang Group), making it the preferred destination for talent returning to China.

The district will improve the convenience of work, life, and consumption for expatriates living in the region.

It will also expand the application of facilitation measures for the inspection of first-entry imported consumer goods.

2. Ensuring fair competition

Strengthening intellectual property protection

Fengxian will intensify its efforts to combat malicious, repetitive IP infringement and regulate malicious litigation.

A rapid response center for IP protection and a local branch for guiding overseas IP dispute resolution will be established.

Improving legal services

By enhancing the coordination of litigation, mediation, and arbitration, Fengxian will provide one-stop commercial dispute resolution services.

3. Optimizing the industrial ecosystem

Stimulating scientific and technological innovation

Fengxian will advance the "startup rent guarantee" program for innovation platforms and strengthen the cultivation of innovation and entrepreneurship platforms.

The district will support various entities in building professional public service platforms and offering services such as industry-generic technology research, development, and application, as well as testing and certification services.

Key enterprises will be encouraged to establish joint innovation centers to foster an innovation cooperation ecosystem.

The district will also support biopharmaceutical enterprises in the integrated development of production, academia, research, and application.

Highlighting the Oriental Beauty Valley

Fengxian will integrate resources to build a comprehensive industry service platform for the Oriental Beauty Valley.

The district will implement the 11 measures of the General Administration of Customs to facilitate trade in the cosmetics industry of the valley.

By leveraging major domestic and overseas conventions and exhibitions like the Oriental Beauty Valley International Cosmetics Conference, the district will continuously enhance the brand influence of the valley.

4. Boosting social co-governance

Strengthening government-business communication

The district will rely on leaders' visits and inspections as well as roundtable meetings to continuously expand regular communication channels.

It will also optimize the Fengxian business environment ambassador and observation point systems to form a closed loop of "on-site experience, opinion soliciting, and improvement".
