Huangpu district leads in enterprise satisfaction

Shanghai's Huangpu district has secured the top spot among all districts in the 2025 business environment evaluation for enterprise satisfaction. This achievement was driven by the district's unwavering commitment to serving its business community.

As a key fintech hub in the city, Huangpu emphasizes the development of fintech talent. To support professional growth, it has launched Shanghai's first pilot project for the evaluation of intermediate professional titles for fintech professionals.

In 2025, the district also rolled out the "Bonded Exhibition and Trading" policy for the China International Import Expo (CIIE).

Approved by the General Administration of Customs, this initiative allows untaxed goods stored in special customs supervision areas and bonded logistics centers to be transported to designated locations outside these zones for exhibition and sale.

Last year, Italian jewelry brand Vetiver showcased more than 400 pieces at CIIE, with a total value exceeding 1.03 million euros — six times that of the previous year.

To further enhance the business environment, Huangpu has recently gathered extensive feedback from market entities and business operators.

Implementation guidelines for outdoor displays have been revised, and the submission process for large chain enterprises has been optimized, reducing repetitive interactions with local departments.

In August, companies highlighted the demand for outdoor dining at a district roundtable meeting.

In response, relevant departments conducted on-site inspections and established a dedicated communication platform, effectively addressing operational bottlenecks and other challenges.

As a result, the McDonald's flagship restaurant in the Huaxu International Building opened an outdoor seating area with 34 seats, quickly emerging as a new check-in landmark in the East Nanjing Road business area.
