Jing'an forges ahead in biz environment optimization

Shanghai's Jing'an district is turning its vision of becoming a prime business hub into tangible benefits for enterprises, with the recent release of six actions and 12 innovation measures for business environment optimization.
The six actions involve improving pro-business service efficiency, standardizing enterprise-related supervision and inspections, enhancing the services for companies' overseas expansion, optimizing the industrial environment, stimulating grassroots business vitality, and benchmarking the local business environment for excellence.
Meanwhile, the innovative measures cover intellectual property, administrative law enforcement, government services, foreign trade services, policies, labor protection, building renewal, high-quality incubators, park services, and legal services.
Aligned with Shanghai's latest action plan to further improve the city's business environment (version 8.0), the new policies are aimed at further facilitating government-business communication, and helping enterprises address key concerns regarding policies, government services, and living support.
The constantly improving business environment has won wide acclaim from local entrepreneurs. Wang Yin, board chairman of CASCO Signal Ltd, credited the attractiveness of Jing'an to its thoughtful services and strong support of sci-tech innovation.
The district has witnessed CASCO's growth since its establishment in 1986, helping it progress step by step into a domestic rail transit giant that held the top position in China's metro market by occupancy rate in 2024.
Liu Xinxia, co-founder of Chinese fashion platform LABELHOOD, spoke highly of the distinctive business environment, which is noted for its internationalization.
