Customs facilitation measures drive surge in Fengxian's cosmetics exports
One year after the introduction of 11 customs facilitation measures, cosmetics exports from Shanghai's Fengxian district reached 1.95 billion yuan ($288.97 million), up by 34.1 percent year-on-year.
Introduced by the General Administration of Customs on June 30, 2025, the 11 measures are China's first customs support package tailored specifically to the cosmetics industry. They focus on streamlining inspections, introducing new regulatory approaches, and improving customs services for businesses in Fengxian's Oriental Beauty Valley.
Measures such as releasing eligible exports immediately after sampling and conducting inspections remotely have shortened clearance times and reduced logistics costs. In one case, a shipment of lip gloss bound for the Netherlands was released within 40 minutes of sampling, allowing it to be dispatched immediately instead of being held in storage for about a week.
Customs authorities have also introduced a whitelist system for cosmetics imported for testing and research. The system has increased clearance efficiency for eligible products by 80 percent, while reduced sampling requirements for small-format finished products have cut sampling costs by more than 50 percent for some companies.
Established in Fengxian in 2015, Oriental Beauty Valley is a major beauty and health industry cluster covering cosmetics, biomedicine, and health foods. Its beauty products are now exported to more than 60 countries and regions.
