New policy allows expats to take China's accounting qualification exams

To advance the high-level opening-up process, the Ministry of Finance and the Ministry of Human Resources and Social Security of China have jointly decided – after thorough research – that starting on June 1, 2024, foreign nationals legally working and residing in China are eligible to participate in the accounting professional qualification examination under the same system as domestic candidates.

1. Registration location

Expats who meet the eligibility criteria for the accounting professional qualification examination should register at the most convenient location. Those employed in China should register at their place of employment; students should register at their academic institution; others should register at their places of residence.

All candidates must take the examination at their registered location.

2. Verification of registration conditions

Foreign nationals must submit identification documents, such as a valid passport, during registration.

If the eligibility criteria include requirements for education, degree and years of accounting work experience, candidates must submit relevant certificates recognized by the administrative authority of education under the State Council, as well as proof of accounting work experience issued by their employer.

Notably, foreign accounting work experience is counted towards the required years of accounting work experience.

3. Enhance examination services for foreign nationals

Accounting professional qualification examination management agencies at all levels must enhance their policy publicity, organize and implement processes, improve examination services and ensure that foreign nationals can participate in the accounting professional qualifications examination in a smooth and orderly fashion.
