A guide to Shanghai's social security card for expats

To make living and working in the city more convenient, Shanghai has introduced a multifunctional physical social security card for foreign nationals, known as the Juying Card.

Once you have a Juying Card, you can access a range of convenient services on the same terms as Shanghai residents:

- Healthcare: Use the card to access medical services.

- Public transport: Use the card to take the metro and buses.

- Financial services: Access banking services after activating the card's financial function.

- Everyday services: Access a range of other convenient services.

 

Eligibility and application location

Who can apply: Foreign nationals who hold a valid Foreigner's Work Permit and have completed social insurance registration.

Where to apply: Shanghai Talent Development Service Center (1F, Shanghai Talent Tower, No 77 Meiyuan Road)

Note: If you hold a valid Foreign Permanent Resident ID Card, apply instead at a subdistrict (community) affairs service center.

Card collection and activation

Collection

Applicants collecting their cards in person must present a valid passport at the designated service counter.

If an authorized representative collects the card on the applicant's behalf, the representative must present their valid identification and the applicant's original passport at the designated service counter.

Activation

  • Social security function only: Bring your valid passport and Juying Card to the service location for activation.
  • Social security and financial functions: Bring your valid passport and Juying Card to a branch of your selected partner bank to activate both functions in a single visit.

 

Helpful tips

1. Bring your original, valid passport and ensure your personal information is accurate.

2. If your personal information does not match the records in the system, follow the staff's instructions and go to the relevant department to have it updated.

3. It is recommended that an authorized representative from your employer accompany you to make the application process smoother and more efficient.

4. The list of partner banks is updated regularly. Please check the latest information.
