Foreigners who want to apply for the exit-entry permit shall meet the following conditions:

(1) If a foreigner in China fails to hold a valid passport or other international travel documents due to loss, damage, theft or robbery, and is unable to reissue them at the embassy or consulate of his country in China, he shall submit a passport loss report or a note from the embassy or consulate of his country in China, or show the destroyed or invalid documents and temporary identity certificates used instead of passports.

(2) Other circumstances that the National Immigration Administration deems necessary to apply for an exit-entry permit.
