Policy | Measures to attract global talents for Shanghai's Qingpu district
The Qingpu district government in Shanghai released its latest measures to attract global talents during a news briefing on March 21.
1. Housing subsidies
Housing subsidies for talents encompass two categories: home purchasing subsidies for high-level talents and house rent subsidies for young talents.
(1) Home purchasing subsidies for high-level talents
These subsidies apply to high-level talents enrolled in district-level or higher talent programs, as well as recipients of municipal-level or higher science and technology awards, and other high-level talents.
Qualified individuals may receive a maximum subsidy of 5 million yuan for home purchases.
(2) House rent subsidies for young talents
These subsidies are aimed at outstanding young talents who have graduated within the past three years. Qualified individuals may receive a maximum subsidy of 50,000 yuan for home rentals.
2. Discounted housing rentals
Qingpu district provides discounted housing rentals for talented individuals, available in two kinds of accommodations: public rental housing and privately developed housing.
Public rental housing for talents is priced at approximately 80 percent or less of the market rate, while privately developed accommodation for talents is priced at approximately 90 percent or less of the market rate.
Privately developed housing designated for talent accommodation is eligible for one-time subsidies covering construction, operation, and services.
3. Incentives for Qingfeng elite talents
The Qingfeng Elite Talents program funds distinguished individuals and strategic scientists both domestically and internationally, recognized for their groundbreaking contributions, pioneering endeavors, or pivotal roles in critical fields.
Once identified as Qingfeng Elite Talents, they are eligible for tailored support without any cap on incentive funds.
4. Support for postdoctoral talents
For newly established postdoctoral research mobility stations and postdoctoral research workstations, a subsidy of 600,000 yuan is provided for the establishment of each station.
Entities newly stationed at bases for postdoctoral innovation practices are eligible for a subsidy of 200,000 yuan for the establishment of their entity within the base.
Full-time postdoctoral researchers are entitled to a maximum annual living allowance of 100,000 yuan per person.
During their tenure at the stations, postdoctoral researchers who receive support from the National Postdoctoral Innovation Talents Support Program and the Shanghai Super Postdoctoral Researchers Support Program are eligible for living allowances of 100,000 yuan and 50,000 yuan respectively.
Postdoctoral researchers who register and establish technology-based enterprises upon completion of their term will receive entrepreneurial subsidies of 100,000 yuan.
Postdoctoral researchers who secure their first job in Qingpu district upon completing their term will receive subsidies of 50,000 yuan.
5. Support for skilled talents
Outstanding highly skilled talents are eligible for a maximum subsidy of 3 million yuan.
For winners of the World Skills Competition, the National Skills Competition, and the Shanghai Skills Competition, Qingpu district provides an additional reward equivalent to the national or municipal levels. Winners of the Qingpu District Skills Competition are entitled to a one-time maximum reward of 10,000 yuan.
Enterprises and schools registered and approved to assess levels of vocational skills for employees and students receive a one-time subsidy of up to 100,000 yuan for their evaluation work.
Enterprises, schools, and training institutions for highly skilled talents and vocational skills are granted a maximum subsidy of 3,000 yuan per person for enhancing the level of vocational skills, depending on the level of vocational skills certificates obtained by trainees. Institutions establishing training programs for senior workers and above are provided with a maximum one-time subsidy of 30,000 yuan.
6. Incentives for agricultural talents
The district prioritizes key areas of agricultural development, offering subsidies tailored to different stages of entrepreneurship: up to 500,000 yuan for entrepreneurial talents in the startup phase, up to 800,000 yuan for emerging entrepreneurial talents, and up to 150,000 yuan for young talents.
7. Incentives for public service talents
In fields like education, healthcare, sports, culture, tourism, and news media, newly recruited outstanding talents are entitled to a maximum subsidy of 1 million yuan. Key talents are eligible for a maximum monthly subsidy of 5,000 yuan, while talents involved in exchange programs in the health and education systems, thus in in a state of flux, can receive a maximum monthly subsidy of 2,500 yuan. Additionally, athletes or coaches achieving major sports awards are entitled to a one-time maximum reward of 200,000 yuan.
8. Support for returning overseas students
Returned overseas students settling in the Qingpu Innovation and Entrepreneurship Park for Returned Overseas Students receive comprehensive policy support for their entrepreneurship projects. This support includes start-up capital subsidies, entrepreneurship support subsidies, rent reduction, employment subsidies, loan interest subsidies, service subsidies, rent subsidies, postdoctoral innovation practice support, and living allowances.
9. Incentives for talent teams
High-growth and high-quality enterprises that are key targets for support in Qingpu district and achieve a district-level contribution scale exceeding 5 million yuan with positive growth in the current year are eligible for a maximum talent team award of 12 million yuan. This reward is determined based on 1.5 percent or 3 percent of the enterprise's district-level contribution scale.
10. Support for the integrated circuit industry
In the integrated circuit industry, the district provides home purchase subsidies of up to 5 million yuan for individuals meeting the criteria for Qinggui talents. Additionally, other forms of support such as housing-related preferential treatment and support for spouse employment are also available.
For key integrated circuit enterprises with an annual contribution exceeding 5 million yuan, incentives are provided based on 3 percent of the enterprise's district-level contribution scale, with a maximum reward of 12 million yuan.
11. Incentives for talent introductions
Institutions and individuals are eligible for a maximum reward of 500,000 yuan for each municipal-level or higher high-level talent or outstanding overseas talent they successfully introduce to the district.
