Pudong revises IP protection rules to enhance innovation support

Shanghai's Pudong New Area has updated its provisions on establishing a high-level intellectual property protection system. Effective from Nov 27, 2025, the revisions focus on improving IP protection, dispute resolution, and industry-specific support, strengthening Pudong's position as a hub for innovation.

The updated regulations introduce key measures, including an administrative adjudication process for copyright disputes that allows resolution without court involvement. A technical investigation officer system has also been established to assist IP authorities in handling complex technical matters concerning infringement cases.

Additionally, Pudong has established specialized IP protection committees for sectors like biomedicine, integrated circuits, and artificial intelligence, providing targeted support for companies in these industries. The area has also set up an overseas IP dispute response sub-center to assist local businesses in navigating international IP conflicts.

For enterprises, these reforms help reduce enforcement costs and lower barriers to IP protection by offering streamlined dispute resolution and specialized services. For industries, these measures provide critical support, enhancing IP management and accelerating innovation in high-tech sectors.

By consolidating national and municipal resources and introducing new institutional mechanisms, the revisions aim to reinforce Pudong's position as a key player in the global innovation landscape, providing valuable insights for the broader Chinese IP system.
