Putuo district introduces new housing support policy for global talent

Shanghai's Putuo district has rolled out a new housing support policy, offering rental subsidies and short-term free accommodation to attract top-tier domestic and international talent.

Eligible applicants
Outstanding domestic and international talent who newly come to Shanghai for work, research, or academic exchange and do not own property in the city (including their spouse and minor children), nor have they previously benefited from the city's housing support policies. This includes:
- Recognized high-level talent
>> Top global talent
>> National-level talent
>> Key innovation and entrepreneurship talent
- Outstanding graduates
>> Graduates who have obtained a master's degree or higher, or a postdoctoral certificate, from one of the world's top 100 universities or China's "Double First-Class" universities or disciplines
>> Overseas graduates who returned or came to China within the past year
>> Domestic graduates who obtained their degree or postdoctoral certificate within the past two years
- Outstanding interns
>> Undergraduate, master's, or doctoral students from the world's top 100 universities or China's "Double First-Class" universities
- Recognized outstanding talent from the Shanghai-Nanjing Industrial Innovation Belt
>> Outstanding domestic and international talent with short-term accommodation needs in partner cities along the belt
Subsidy
Note: Rental subsidies are subject to the lease's and labor contracts' duration (including renewals) but are capped at one year.

Application process
The application process includes the following steps:
1. Submit application: Eligible applicants must submit their requests and required documents to the Shanghai Human Resources Development Service Center Putuo Branch.
2. Qualification review: The center conducts a preliminary review, followed by an official qualification assessment by the district's talent work bureau and relevant departments.
3. Move-in: Approved applicants will select from designated housing and sign lease agreements with the property operator. Graduates' housing eligibility will be determined through a scoring system.
Additional provisions
- Tenants must comply with the management regulations of the talent apartments. Subletting or transferring the lease is strictly prohibited.
- Eligible talent cannot receive duplicate benefits.
- The policy is effective from March 2025 and remains valid for two years.
