Shanghai to expand AI application by subsidizing computing power, LLMs, and more
The Shanghai Municipal Commission of Economy and Informatization recently issued several measures to further broaden the application of artificial intelligence and boost the development of the city as an AI powerhouse.
The key points of the measures are as follows:
1. Offer computing power vouchers totaling 600 million yuan ($83.62 million) to strengthen the construction of computing power scheduling platforms and accelerate ecosystem clustering of large-scale language models. The city will provide a voucher covering up to 30 percent of the rental cost to entities leasing intelligent computing power.
2. Offer model vouchers totaling 300 million yuan to entities deploying application programming interfaces of third-party LLMs on cloud platforms or using private deployment of third-party LLMs to promote the vertical-specific application. Subsidies of up to 50 percent of the ratified contract value or a maximum of 5 million yuan will be provided.
3. Offer corpora vouchers totaling 100 million yuan to enhance the construction of corpora-based public service platforms. Entities purchasing corpora from non-related parties for R&D, and application in LLMs, vertical-specific applications, and intelligent agents may receive subsidies of up to 30 percent of the ratified contract value or a maximum of 5 million yuan.
4. Support technological innovations in major frontier areas such as basic AI theories, methods, and tools, next-generation generic AI, intelligent chips, embodied intelligence, intelligent software, brain-computer interfaces, and intelligent computing systems. Subsidies of up to 30 percent of the total ratified project investment or a maximum of 50 million yuan will be provided. For strategically significant and public welfare-oriented key projects, subsidies of up to 50 percent of the total ratified project investment will be granted upon approval by the municipal government.
5. Strive to support no fewer than 100 scientific intelligence teams and 100 scientific intelligence projects within two years. High-quality projects will receive subsidies of up to 70 percent of the total ratified investment or a maximum of 50 million yuan.
6. Support strategically leading talent in establishing new AI R&D institutions: subsidies of up to 500 million yuan over three to five years will be provided. Support will also be available for building service platforms for industrial innovation in security governance, generic technology R&D, testing and evaluation, pilot validation, and ecological empowerment in AI frontier areas. Subsidies of up to 50 percent of the ratified total investment or a maximum of 20 million yuan will be offered.
7. For products such as embodied intelligent robots that achieve a certain scale in sales or rentals, incentives of up to 5 percent of the ratified contract value or a maximum of 5 million yuan will be provided. For the first application demonstration of AI software products, subsidies of up to 30 percent of the ratified contract value or a maximum of 20 million yuan will be offered.
8. For construction projects of exemplary demonstration scenarios, subsidies of up to 20 percent of the total ratified investment or a maximum of 10 million yuan will be granted.
9. Support the construction of AI towns and promote the development of AI industry clusters. Eligible innovative enterprises will receive vouchers worth up to 1 million yuan each for computing power, LLMs, and corpora.
10. Grant a maximum individual incentive of 300,000 yuan to talent working for high-quality AI enterprises.
11. Use the guiding role of the national AI industry investment fund and the municipal-level AI industry fund of funds, in collaboration with district-level investment funds and social capital, to focus on early-stage, small-scale, and long-term investments.
12. Continue to make full use of platforms such as the World Artificial Intelligence Conference and the Global Developer Conference to promote international cooperation and open sharing in AI. A maximum incentive of 5 million yuan will be granted to open-source communities with significant achievements and influence, as well as to models and open-source corpora products with high download rates, excellent performance, and significant impact.
