Minhang amplifies enterprise sci-tech innovation

Shanghai's Minhang district released a new policy aimed at propelling industrial innovation and economic growth through sci-tech advancements.

Effective from Sept 1, 2025 to Aug 31, 2030, this policy outlines strategic support across 10 key areas to enhance corporate sci-tech innovation. Here are the highlights:

1. Building R&D institutions

  • New municipal-level R&D institutions may receive a subsidy of up to 2 million yuan ($281,000), based on 10 percent of the previous year's R&D expenses.
  • Support is available for new corporate R&D centers set up by local sci-tech innovation enterprises and Yangtze River Delta manufacturing enterprises in Minhang, capped at 2 million yuan as per up to 30 percent of the project investment.
  • R&D centers established by enterprises in collaboration with universities and research institutions may receive up to 1 million yuan, according to 30 percent of the project investment.

2. Boosting tech breakthroughs

  • New general projects seeking core tech breakthroughs, with an investment of no more than 10 million yuan, may receive up to 3 million yuan based on 30 percent of R&D costs. New major projects with an investment exceeding 10 million yuan may receive up to 10 million yuan as per no more than 50 percent of R&D costs.
  • National and municipal projects aimed at groundbreaking tech innovation are eligible for subsidies of up to 5 million yuan and 3 million yuan, respectively.

3. Supporting result conversion

  • New enterprises created to convert sci-tech achievements may receive up to 500,000 yuan annually, capped at 1.5 million yuan over three years, based on 50 percent of the conversion investment.
  • Municipal high-tech result conversion projects may receive up to 5 million yuan annually.

4. Encouraging collaborative innovation

  • New academician or expert workstations receive up to 1 million yuan and 300,000 yuan respectively in the following year based on 10 percent of the previous year's R&D expenditure.
  • Enterprises using Shanghai's sci-tech innovation vouchers for R&D services and equipment sharing may get up to 200,000 yuan annually, based on 30 percent of costs incurred.

5. Cultivating sci-tech enterprises

  • Start-ups less than five years old in advanced energy equipment, low-carbon, aerospace, and biomedicine with independent intellectual property rights and competitive products or services in niche sectors, may receive subsidies of up to 500,000 yuan, capped at 10 percent of their R&D expenditure in the previous year.
  • High-growth enterprises, with an average R&D intensity of at least 15 percent and a revenue CAGR of no less than 15 percent over the past three years, may receive subsidies of up to 2 million yuan, capped at 10 percent of their R&D expenditure in the previous year.

6. Building high-quality incubators

  • Newly recognized high-quality municipal incubators may receive up to 30 million yuan in startup funding for construction, decoration and land use, up to 20 million yuan in annual operating subsidies for operation over three years, and up to 5 million yuan based on performance evaluations.

7. Enhancing innovation platforms

  • Sci-tech enterprise incubators and makerspaces with notable incubation outcomes may receive annual performance-based subsidies of up to 50 percent of their operational costs, capped at 2 million yuan for "excellent" and 1 million yuan for "good" ratings.
  • Key sci-tech enterprise incubators may receive up to 30 million yuan over three years, covering up to 60 percent of construction costs, 50 percent of renovation costs, and 70 percent of operational costs.

8. Strengthening financial support

  • Enterprises with new sci-tech-focused credit may receive interest subsidies covering 50 percent of interest payments, as well as guarantee (insurance) fee subsidies, capped at 200,000 yuan.
  • Enterprises newly purchasing sci-tech insurance are eligible for subsidies of up to 500,000 yuan annually.

9. Fostering innovative environment

  • Prize-winning enterprises in the "Startup in Shanghai" International Innovation & Entrepreneurship Competition may receive subsidies at both municipal and district levels.
  • Support for hosting sci-tech innovation and entrepreneurship events in Minhang covers 50 percent of costs, up to 300,000 yuan.

10. Attracting global talent

  • Eligible international talent may receive up to 4 million yuan for house purchasing and up to 20,000 yuan monthly for rent.
  • Enterprises hosting postdoctoral fellows in approved workstations or innovation practice bases may receive 100,000 yuan for each jointly trained postdoc, and 50,000 yuan for each postdoc retained after completing the program.

Enterprises shall log into Minhang's enterprise service platform at https://zcpt.shmh.gov.cn/ to apply for support through the "policy supermarket" ("政策超市") section.
