Plan of Shanghai Municipality on Upgrading Foreign-Invested R&D Center
The plan is formulated to attract foreign-invested R&D centers to concentrate and upgrade capacity in Shanghai, and support their high-level R&D activities and capability building in scientific and technological innovation, thus better serving the building of Shanghai into an international science and technology innovation hub and promoting the high-quality development of foreign investment.
