Changning: A magnet for multinational corporations

Changning district in Shanghai has become home to over 6,500 overseas-funded enterprises and 89 regional headquarters of multinational corporations.
The actual inflow of overseas investment in 2024 amounted to $481 million. Leading players such as ABB from Switzerland and IFF from the United States have chosen to anchor their operations in Changning.
To cater to the needs of these companies, Changning has introduced an innovative service framework. It has set up a unique MNC headquarters service system linking subdistricts and industrial parks to ensure swift responses to corporate demands.
Additionally, the district has rolled out supportive service policies at both the district and city levels, offering specialized services such as training sessions and symposiums on topics like foreign investment laws and APEC business travel cards.
In fostering a conducive long-term business environment, Changning has established platforms for facilitating Sino-Japanese and Sino-European business exchanges.
Looking ahead, Liu Ping, head of the district, highlighted ongoing efforts to expand the international investment promotion network and deepen collaborations with international business associations.
