Dial 021-12366 and press 2 for foreign language services.

Follow the voice guide. For English service, press 1; for service in Korean, press 2. Just continue to listen to all the other language choices. 

There is another option. You can always visit the website of the Shanghai Municipal Tax Service of the State Taxation Administration.

Click "我要咨询 (I want to inquire)" section on their front page. 

Then click the Foreign Language Service option and type your question in the chat box in any of the eight foreign languages available.

You can also scan the QR code to access the inquiry service.

So, slide the menu bar, click the Foreign Language Service button and enter your question.
