China makes tax refunds easier for foreign shoppers
China released a new package of measures on May 18 to make departure tax refunds faster and more convenient for foreign visitors.
More tax refund stores
China will encourage more eligible retailers to offer departure tax refund services, especially in areas popular with international visitors, such as major shopping districts, tourist attractions, markets, and ports of entry.
Faster checks for smaller refund claims
Starting from July 1, refund applications involving sales of less than 10,000 yuan ($1,470) will be subject to spot checks rather than mandatory physical inspection of goods.
Applications involving sales of 10,000 yuan or more will continue to require full verification.
The change is expected to speed up processing for most travelers.
Easier instant refunds
China will improve its "refund-upon-purchase" program, which allows foreign visitors to receive tax refunds directly at participating stores instead of waiting until departure.
Under the new measures, travelers who receive instant refunds at the point of purchase may complete final verification at a different departure port.
The time limit for completing departure procedures under the program will be standardized nationwide at 28 days.
Paperless processing
From July 1, customs authorities and tax refund agencies will be allowed to verify refund application forms and sales invoices online, enabling the entire refund procedure to be handled digitally.
Tax refund services at major exhibitions
Dedicated tax refund service areas will be set up at major trade exhibitions, including the China International Import Expo, the China Import and Export Fair, and the China International Consumer Products Expo.
The services are designed to make shopping and refund procedures easier for overseas buyers attending the events.
Better shopping and travel environment
China will also work to improve payment convenience, expand tax refund services in international consumption hub cities, including Shanghai, and add more international passenger flights to make travel and shopping easier for overseas visitors.
Government agencies will also promote China's tax refund policies overseas as part of the broader "Shopping in China" campaign.
