The Shanghai Summer School, or 3S Project, is a window to international cooperation and exchange in education established by the Shanghai Municipal Education Commission.

It aims to provide a platform for educational and cultural exchanges between different language communities worldwide, attracting high-calibre foreign students to experience China, learn Chinese and study in Shanghai.

Implemented in 2008, the 3S Project focuses on various Chinese cultural courses and themes related to different languages and cultural backgrounds. Supported by the Shanghai Government Scholarship for Foreign Students, the programme selects outstanding international students to come to Shanghai for a one-month Chinese language learning and cultural experience. Starting with 25 students and teachers from cities in Japan and South Korea, the 3S Project has experienced annual growth. In 2012, it involved 11 universities, featured 15 programmes, and engaged more than 400 foreign students, extending its reach to all five continents.

The programme covers diverse content, including Chinese culture and Mandarin, as well as activities such as martial arts, table tennis, traditional music, opera and traditional Chinese medicine. Additionally, there are programmes like the Confucius Institutes and Diplomat Programmes. These initiatives and courses are well-received by foreign students and host schools, contributing to the growing overseas influence of the 3S Project.

The 3S Project is a significant programme to enhance Shanghai's international educational influence, develop the cause of foreign students, and promote international cultural exchanges. It not only increases young people's understanding of the Chinese language and culture from various countries but also boosts their interest in Chinese history and society, fostering further exchanges and cooperation among youth worldwide and deepening international friendships. The Municipal Education Commission aims to establish the 3S Project as a prominent symbol of Shanghai and a flagship project in Shanghai education.
