Shanghai Municipal Government Scholarship for Foreign Students application guide
Since 2006, the Shanghai Municipal People's Government has established the Shanghai Municipal Government Scholarship for Foreign Students to support outstanding foreign students studying in Shanghai.
This initiative aims to advance Shanghai's position as a global hub for scientific and technological innovation, foster international cooperation in the education sector, and attract exceptional students and scholars from around the world.
I. Categories and coverage of the scholarship
The Shanghai Municipal Government Scholarship for Foreign Students is divided into two categories: A and B.
Category A Scholarship (Full Scholarship): Covers tuition fees, accommodation fees, living expenses, and comprehensive medical insurance fees for the corresponding duration of study, applicable to undergraduate, master's, doctoral, and undergraduate preparatory studies.
Category B Scholarship (Partial Scholarship): Covers tuition fees and comprehensive medical insurance fees for the corresponding duration of study, applicable to undergraduate, master's, and doctoral studies.

II. Application requirements
1. Applicants must be of foreign nationality and in good health.
2. Academic and age requirements for applicants:
- Applicants for undergraduate studies must have graduated from high school and be under 25 years old.
- Applicants for master's degree studies must have obtained a bachelor's degree and be under 35 years old.
- Applicants for doctoral degree studies must have obtained a master's degree, possess a certain level of academic achievement, and be under 40 years old.
- Applicants for undergraduate preparatory studies should have a high school diploma or higher, have obtained a pre-admission notice from a university, and be under 23 years old.
3. Excellent academic performance.
4. Meet the corresponding language proficiency requirements:
Applicants must be at least level HSK 4 (Chinese Proficiency Test) and provide an HSK certificate. Additionally, they should meet the requirements for teaching language specified by the applying institution and program.
5. Meet the requirements of the applying institution and program.
6. Not hold other types of Chinese government scholarships concurrently.
III. Application process
Applicants can apply directly to the university based on the information published on their admissions websites. Please refer to the list of universities accepting scholarship applications.
IV. Routine management
Students who receive the scholarship will be guided by the university to handle procedures such as visa application, enrollment, and registration.
Scholarship recipients are generally arranged to live in dormitories during their first year.
Scholarship recipients are required to participate in the annual scholarship evaluation according to regulations. The accepting universities will conduct comprehensive evaluations of the annual academic performance, learning attitude, attendance, behavior, rewards, and penalties of all types of scholarship recipients and report them to the Shanghai Municipal Education Commission after public announcement. Those who pass the evaluation can receive the scholarship for the next academic year, while those who fail may have their scholarship suspended or canceled.
The Shanghai Municipal Education Commission and universities will organize various educational activities, especially themed activities such as "Experience China" and "Studying in Shanghai" for international students, especially scholarship recipients, every academic year to allow them to experience China and learn about Shanghai.
