Shanghai has formulated this action plan to accelerate the development of a world-class business environment. Guided by a market-oriented approach to stimulate vitality, a law-based framework to safeguard development, and an internationalized business environment to enhance global connectivity, the plan seeks to improve the overall quality and effectiveness of the city's business environment. It focuses on key areas including government services, market competition, industrial ecosystem, and social co-governance.
I. Creating an efficient, convenient government service environment
1. Expanding 'one-stop services'
Strengthen the regular operation mechanism for "efficiently completing one task", and implement a new batch of key initiatives covering the entire enterprise lifecycle. Strengthen the effectiveness evaluation and feedback on key initiatives already launched, and improve the "one-stop" service scenarios. Deepen the integrated "one-stop store opening" service by enhancing coordination among approval, supervision, and services to make it easier for enterprises to open stores. Optimize the approval mechanism for enterprise-related statements, promote the inclusion of more enterprise-related statements in the "one-stop" enterprise data submission system, and realize the sharing and reuse of more enterprise-related statements and data.
2. Improving full-process services for enterprise-friendly policies
Continuously optimize full-process services for application, acceptance, review, and fulfillment of enterprise-friendly policies. The policies at both municipal and district levels will be fully launched on the "Government Online-Offline Shanghai" and "Suishendui" platforms. Inclusive policies, in principle, can all be "fulfillment without application". Efforts will be made to reduce unnecessary expert reviews, explore batch approval models, and promote direct and rapid access to policy benefits. Mechanisms such as "Public Policy Talks" and "Division/Section Chiefs Explaining Policies" will be utilized to interpret enterprise-friendly policies. Promote the comprehensive review of industry-wide policies to enhance policy coordination. Categorized "integrated enterprise-friendly policy packages" will be developed, while subdistricts, towns, industrial parks, and office buildings will be leveraged to promote policy outreach.
3. Optimize smart, convenient services
Promote intelligent application and approval for high-frequency matters, upgrade the intelligent customer service assistant "Xiao Shen", and optimize the smart assistance features of the "Government Online-Offline Shanghai" platform. Promote the enabling of business entity registration through artificial intelligence, integrating functions such as intelligent assistance with naming, intelligent recommendations for business scopes, and automatic document generation. Strengthen the "intelligent self-inspection" for enterprise tax declaration. Deepen the development of the "Digital Customs Declaration Hall" to provide enterprises with a fully online, intelligent, efficient, convenient, and predictable cargo clearance service. Build an intelligent enterprise service system to enhance the efficiency of the enterprise service cloud.
4. Enhancing online and offline service experience
Encourage each district to integrate government and enterprise services, offering value-added support in areas such as financing, talent attraction, legal assistance, and overseas expansion. Promote the functional upgrades of the "Government Online-Offline Shanghai" platform on both personal computers and mobile devices, and optimize the operation procedures and user experience for high-frequency matters on mobile devices. Improve "online pre-approval" of the full-process online application for enterprise business registration. Optimize services such as "online pre-approval and on-site document submission", and promote the full-process online handling for more eligible government services. Leverage electronic business licenses to carry out precise and timely delivery of policies. Support each district in exploring new application scenarios for electronic business licenses and the Business Entity Identity Code.
5. Expanding 'bring-in' services
Promote the upgrading of multinational regional headquarters and foreign-funded R&D centers, and encourage reinvestment by foreign investors in the country. Optimize the comprehensive services of the Shanghai Eastern Hub International Business Cooperation Zone as the "first stop upon entry". Enhance the service capabilities of the "Easy Go" platform, and expand the outreach of the International Services Shanghai platform to better serve foreign nationals in Shanghai. Expand electronic port visa services, and deepen the application of the Foreign Permanent Resident ID Card. Include more enterprises and new products in the "whitelist" of imported consumer goods for the debut economy, and continuously expand the application scale of facilitation measures for the inspection of the said goods.
6. Strengthening 'going global' services
Support Pudong New Area, Lin-gang Special Area, and Hongqiao International Central Business District in taking the lead to establish mechanisms and service systems that facilitate enterprises' global operations. Strengthen the Shanghai Enterprises Going Global integrated service platform, as well as the overseas cooperation alliance for Shanghai enterprises. Enhance training to improve consultation services for overseas investment projects. Improve comprehensive foreign-related legal services and cross-border tax services, strengthen risk warnings for enterprises "going global", expand the scope of the negative list for cross-border data transfers to municipality-wide, and assist enterprises in compliant operations. Enhance the experience of handling foreign-related documents and provide "going global" enterprises with one-stop foreign-related document services.
7. Improving the request resolution mechanism
Optimize the mechanism for separately handling enterprise-related requests via the 12345 hotline, and fully leverage specialized institutions such as the Shanghai Foreign-invested Enterprises Complaint Center. Focus on matters raised by enterprises, strengthen the satisfaction evaluation system for government services, and improve the closed-loop management mechanism through evaluation. Establish a unified, efficient, and coordinated enterprise-related request handling mechanism that covers the entire process from solicitation, response, resolution, to improvement, and promote institutional improvement from addressing one specific matter to addressing similar matters.
II. Creating a fair, just market competition environment
1. Promoting fair competition
Improve the fair competition review mechanism, and strengthen the rigid constraints of fair competition reviews. Strengthen supervision and law enforcement against monopolistic and unfair competition practices, and deepen efforts to address the "involution"-style competition. Continue to carry out special rectification in the areas of bidding and government procurement, ensuring the effective implementation of transparent transaction systems. Collaborate to address non-compliant behavior by bidding agencies, strengthen industry management, and enhance intelligent oversight capabilities. Optimize the bid evaluation mechanism to prevent maliciously low-priced bids, and strengthen whole-process supervision of winning bidders' contract performance. Strengthen governance of platform algorithms, regulate the business activities of online platforms, and promote mutual benefit and development for platform enterprises, and operators and workers within the platforms. Intensify product quality inspections, and enhance public disclosure of the findings to drive product quality improvements across enterprises. Specify the qualification requirements and fair access paths for various business entities to participate in public data operations, enhancing the market-oriented allocation efficiency of data elements. Continue to carry out market rectification for broadband access in industrial parks and office buildings, explore ways to implement tariff plan filing and disclosure, and ensure better protection of broadband users' rights to be informed and to choose.
2. Optimizing regulation and inspections
Continuously standardize the "inspection code" system, promote joint inspections across departments, and facilitate the quality improvement and efficiency enhancement of cross-departmental comprehensive supervision. Improve the "comprehensive + sectoral" enterprise credit evaluation system, promote tiered and categorized supervision of "credit + risk", and minimize on-site inspection frequency for enterprises with good credit and low-risk matters. Regularly update the list of enterprises under "non-intrusive monitoring" and the list of matters subject to the "non-interference unless necessary" principle, and expand the scope of risk early warning. Utilize methods such as data screening to expand the application scope of remote inspection scenarios. Leverage the "Government Online-Offline Shanghai" platform to optimize the issuance and query services for compliance guidelines.
3. Protecting intellectual property
Strengthen measures against malicious and repeated infringements as well as bad faith litigation, and crack down on violations such as brand imitation and free-riding on brand reputation. Unblock the rights protection channels in scenarios such as e-commerce platforms and exhibitions, strengthen cross-regional collaboration, and improve the quality and efficiency of dispute resolution. Standardize IP-related services, including evaluation and agency.
Optimize the IP overseas risk early-warning, monitoring, and dispute resolution guidance system. Expand the pilot program for IP registration of data products.
4. Regulating profit-driven reporting
Improve the management, sharing, and application mechanisms for the registry of abnormal complaints and reports, reducing the possibility of vexatious claims and professional reporting motivated by profit. Strengthen information sharing as well as analysis of and response to similar issues, with a focus on sectors such as catering and retail. Upgrade the service package for handling enterprise-related infringement information, strengthen collaboration among enterprise-related infringement information handling service sites, the Shouhu e-Station, and online prosecution workspaces, and continuously crack down on unlawful online activities targeting enterprises, including rumor-mongering, reputation blackmail, and orchestrated misinformation campaigns. Focus on rectifying behaviors such as the release of false and misleading enterprise-related information at key moments like company listing, and the coercion of enterprises into business cooperation. Hold website platforms firmly responsible, and improve the quality and efficiency of handling enterprise-related online infringements.
6. Settling outstanding payments owed to enterprises
Improve the joint governance mechanism for preventing and resolving overdue payments, ensuring zero arrears by government departments and public institutions. Enhance supervision and evaluation, guide State-owned enterprises to intensify debt repayment efforts. Encourage large enterprises to optimize supply chain management and improve payment efficiency. Encourage industry associations and relevant third-party organizations to establish a system for the regular disclosure of payment term information.
7. Facilitating business exit procedures
Strengthen inter-departmental information sharing and coordination to build efficient and standardized exit channels for businesses. Strengthen the coordination mechanism for administrative affairs related to enterprise insolvency, and streamline insolvency proceedings. Improve the cross-border insolvency mechanism to expedite the handling of related proceedings. Establish an insolvency early-warning mechanism to support the sound development of the out-of-court restructuring market. Optimize the information inquiry system for processing insolvency, and explore options for online handling of high-frequency matters. Prevent "malicious deregistration" by problematic firms, and curb the activities of "professional store-closers" in accordance with the law.
8. Improving legal services
Enhance the online and on-site service capabilities of the "Blue Whale" enterprise protection platform, further develop the "Rule-of-Law Deputy Park Director" mechanism within industrial parks. Offer comprehensive legal guidance to enterprises, covering consultation, risk prevention, internal control improvement and global expansion. Strengthen coordination among litigation, mediation, and arbitration to provide enterprises with one-stop commercial dispute resolution services. Strictly implement the case registration and trial time limit management system, promote commercial mediation, and continuously improve the quality and efficiency of commercial case filing, trial and enforcement. Improve the overseas arbitration service network, and enhance Shanghai's cross-border arbitration services.
III. Building a supportive industrial ecosystem
1. Strengthening spatial support
Explore the "targeted land development" system, establish a land classification and development framework, and strengthen the precise matching between land supply and industrial functions. Advance reforms integrating multiple reviews, permits, surveys, and inspections. Optimize multi-department joint reviews of construction drawings, and streamline the integration of surveying and floor area calculation. Clarify and publish approval items that support commitment-based processing and conditional acceptance of incomplete submissions. Implement a commercial building renovation service mechanism that offers "one-stop on-site consultation and one-stop online acceptance". Support the accelerated implementation of eligible industrial projects through enterprise commitments, park and building recommendations, and other facilitative measures. Optimize the "industrial production in high-rise buildings" model, encourage customized construction based on enterprise production needs, and improve the efficiency of spatial utilization.
2. Streamlining financing services
Improve the coordination mechanism for supporting the financing of small and micro enterprises, and help address their actual financing difficulties. Enhance the functionality of the city's financing credit platform, strengthen the long-term mechanism for the collection and sharing of credit information, and support small and medium-sized enterprises in obtaining financing and improving creditworthiness. Build "Suishenrong", a unified municipality-wide financing service platform for SMEs, to enhance services such as policy integration, product release, demand responding, and consultation assistance, and promote the extension and integration of online services with on-site service sites. Regulate financing intermediary services, crack down on illegal operations, and reduce the overall financing costs for enterprises. Fully implement policies on seamless loan renewals and loan renewals without principal repayment. Gather innovative and entrepreneurial talent through competition and summit platforms such as "Shanghai Talent+" and "Create Youth", strengthen connections to entrepreneurial resources, reduce overall entrepreneurship costs, enhance communication among entrepreneurial communities, and create a youth-friendly entrepreneurial ecosystem. Encourage the establishment of "entrepreneurship first stops" that provide one-stop entrepreneurial guidance, policy support, and assistance services.
4. Enhancing industrial park and office building services
Optimize the industrial park management system, and promote large-scale and intensive development. Release guidelines for creating a business environment within industrial parks and office buildings, and leverage benchmark parks and buildings as models to lead by example. Support eligible parks and office buildings in establishing comprehensive one-stop service platforms that integrate key functions such as policy services, financing services, property facilities, scenario applications, and request fulfillment. Strengthen the application of various digital and intelligent tools for government and enterprise services, enhance training for service specialists in parks and office buildings, and improve their capacity to serve enterprises. Support specialized industrial parks in strengthening the development of concept verification platforms, professional incubators, pilot testing platforms, and other institutions for achievement transformation and service promotion. Conduct the special "Signal Enhancement" campaign, continuously upgrading mobile network coverage in parks and commercial buildings.
5. Optimizing the industrial ecosystem
Foster the clustering of industries, spaces, and resources, and develop an industrial ecosystem that is better aligned with industrial growth and more supportive of innovation and entrepreneurship, according to local conditions. Promote the application of first-of-its-kind major technical equipment and the first batch of new materials in bidding and government procurement activities. Build distinctive development models at the subdistrict and town levels by integrating enterprise services, advancing the application of industrial scenarios, and promoting joint development between communities and industrial parks. Focus on leading industries and niche sectors to create unique business environment brands for distinctive industries in industrial parks and office buildings.
IV. Creating a diverse, collaborative social co-governance environment
1. Strengthening government-enterprise communication
Continuously expand regular communication channels and effectively leverage platforms such as the International Business Leaders' Advisory Council for the Mayor of Shanghai (IBLAC), the Foreign-Invested Enterprises Roundtable and the Private Enterprises Symposium. Enhance the business environment ambassador system by setting up monitoring and liaison points in areas like group operations and chain businesses, creating a closed-loop process of on-site experience, feedback, and continuous improvement.
2. Enhancing basic-level business services

Promote consultation and coordination on the rights and interests of workers in new forms of employment, boosting the standardized, sound, and sustainable development of industries. Enhance the collaborative "media observers" development mechanism, build a comprehensive and multi-dimensional communication network, summarize the distinctive features of the business environment across different sectors and regions, and effectively showcase dynamic and successful business environment practices. Practice the philosophy of "responding to every request and refraining from unnecessary intervention", implement inclusive, prudent, and humane supervision and law enforcement, and take proactive measures to address the urgent needs and pressing concerns of enterprises. Support enterprises in participating in environmental and social governance and actively fulfilling their social responsibilities. Enhance training and guidance for entrepreneurs and the management of SMEs to boost corporate compliance capacity and support business growth. Foster the entrepreneurial spirit, share inspiring stories of the collaborative development between enterprises and the city, and create a social atmosphere that values and encourages entrepreneurial endeavors.
All districts, departments, and units should take initiative, work closely together, enhance guidance, promote exemplary cases, evaluate and supervise the implementation of existing policies, and dynamically create lists of tasks and matters to ensure that all tasks and measures are effectively carried out.
