Shanghai FTZ reforms set stage for wider opening

The China (Shanghai) Pilot Free Trade Zone has now implemented nearly all 80 of its pilot measures aimed at aligning with high-standard international trade and economic rules.

According to the Ministry of Commerce, since 2023, the Shanghai FTZ has carried out a series of pioneering institutional innovations, resulting in replicable policies and case studies. These outcomes not only benefit local development but also offer practical models to support broader institutional opening-up across the country.

One major breakthrough has been in trade facilitation. The FTZ introduced a streamlined customs process based on pre-declaration, advance review, immediate clearance upon arrival, and rapid unloading. This model has reduced port turnaround times for international shipments by up to 50 percent, drawing in leading logistics firms.

In digital trade, the FTZ implemented a negative list system for outbound data transfers. Initially applied to reinsurance, international shipping, and commercial services, this policy promotes the safe, efficient, and convenient cross-border flow of data.

Reforms in public procurement are also underway. Shanghai's government procurement platform now features a dedicated high-standard reform portal, covering over 2,200 items – including goods, services, and construction. More than 1,000 of these have been published in both Chinese and English, improving accessibility for international suppliers.

The Ministry of Commerce said it will coordinate with local governments and departments to promote and adapt the Shanghai FTZ's pilot experience nationwide. The focus will be on the timely rollout of reforms that address urgent business and public needs, while ensuring that risks are well managed. The FTZ will continue to serve as a key platform for deepening reform and promoting high-level opening-up.
