Huangpu district, model of business environment optimization

In a comprehensive evaluation of Shanghai's business environment for 2024, Huangpu district, an urban hub of the city, secured the top spot in both the overall business environment assessment and the enterprise satisfaction evaluation.

Since 2019, the Shanghai Municipal Development and Reform Commission has led the evaluation of each district's business environment, aiming to enhance the city's overall business attractiveness. Huangpu's success in 2024 can be attributed to several initiatives.

To minimize disruptions to businesses, Huangpu introduced an "inspection code" for cross-departmental joint inspections last year. By applying through the "internet + supervision" platform, multiple departments can conduct inspections together, achieving "one visit, multiple inspections" and significantly reducing the frequency of inspections.

Huangpu also optimized the approval process. As a major area for urban renewal, it launched the one-stop service for residential construction last year. By integrating 12 approval items related to new residential construction into three stages on the Government Online-Offline Shanghai platform and turning some "serial" approvals into "parallel" ones, the time needed for new residential projects to enter the market has been significantly shortened.

The government service center of Huangpu district is also working to offer high-quality support to enterprises, including on-site one-on-one services, cross-provincial services enabling enterprises in the Yangtze River Delta region to handle affairs more conveniently, and on-demand professional consulting services.
