Located in the commercial heart of Huangpu district, the Middle Huaihai Road subdistrict is home to over 1,000 foreign-funded enterprises, along with more than 40 regional headquarters and trade-oriented headquarters of multinational corporations.

The subdistrict has been enhancing its "Prosperity Link" Foreign Partner Service Package since 2024 to provide precise, convenient and effective services for foreign-funded enterprises.

The service package — in both Chinese and English — involves industrial policies, talent services, legal services, financial support, investment promotions and business opportunities that are tailored for the companies.

In addition, the subdistrict has designated service specialists for these enterprises.

Cooperative platforms — including the Huaihai Xintiandi Enterprise ESG Development Alliance — have been established to bolster the development of foreign-invested enterprises in the region.

To further optimize its business environment, last year the subdistrict appointed the first batch of "foreign ambassadors of the business environment".

From various countries like France, Spain, Canada and Russia, these ambassadors promote investment opportunities in Huangpu by dint of their intercultural communications skills and work experience in law, international commerce and other sectors in the business ecosystem of the subdistrict.

Moreover, the subdistrict has strengthened cooperation with partners such as the New Zealand Business Roundtable in China to better understand the situations of individual enterprises and to assist them in solving related matters.

Rockit Apple, a New Zealand-based fruit brand, expanded its operations in China with the help of the subdistrict — facilitating the completion of its business registration within a month.

This proactive approach is said to have enabled foreign-invested enterprises to operate and thrive in the subdistrict.
