Shanghai's Jiading district has released a comprehensive action plan to create a world-class business environment by focusing on efficient government services, fair market practices, a robust industrial ecosystem, and a supportive social atmosphere.

Key points include:

1. Building an efficient, convenient government service system

Expanding 'bring in' services

Jiading plans to enhance services for reinvestment by foreign-invested enterprises and the implementation of existing projects.

It will improve the convenience for expatriates living, working, and spending in Jiading.

The district will expand electronic port visa services and deepen the application of the Foreign Permanent Resident ID Card.

Additionally, it will further expand the scope of inspection facilitation measures for imported consumer goods making their debut in the Chinese market.

Strengthening 'going global' services

The district will enhance the Jiading service point of the Shanghai Enterprises Going Global service platform, providing improved training and consulting services for overseas investment projects.

It will optimize foreign-related legal services to help businesses operate lawfully and enhance early risk warnings for enterprises going global.

The district will also improve the enterprise experience of handling foreign-related documents, providing "one-stop" services for companies going global.

2. Fostering a fair, orderly market environment

Protecting intellectual property

Jiading will strengthen measures against malicious and repeated infringements as well as bad faith litigation, while cracking down on violations such as brand imitation and unfair association with established brands.

The district will improve systems for transferring IP case leads, joint law enforcement, and comprehensive crackdowns.

It will standardize IP appraisal and agency services while deepening trials for data product IP registration, promoting IP protection, and the utilization of these products.

The district will expand services of dedicated IP windows, establishing a full service chain covering everything from IP application and approval to promotion, maintenance, search, and rights protection.

It will also enhance rights protection channels in e-commerce platforms and exhibitions, strengthen cross-regional coordination, and improve dispute resolution efficiency.

3. Cultivating a robust industrial development ecosystem

Strengthening advantageous industries

Jiading will deepen the construction of a world-class intelligent connected vehicle innovation hub, expand innovative application trials of remote safety operators, and promote the transformation and upgrading of automobile production bases.

The district will accelerate the launch of new high-value auto models, promote the commercialization of cutting-edge technologies involving solid-state batteries, advance the research and development, and commercialization of L3 and L4 autonomous vehicles, and expand demonstration projects for smart taxis and unmanned delivery.

Jiading will promote new energy and alternative fuel vehicle production projects, actively participate in Shanghai's methanol vehicle plan, broaden applications for methanol-hydrogen-electric technologies, and accelerate industrial clustering and large-scale applications.

The district will accelerate the construction of an integrated circuit innovation consortium, focus on the development of IC equipment innovation parks and chip design parks, address critical core technologies, and promote industrial applications.

It will continue to advance its IC industry policies, streamline project application processes, and expedite funding disbursement to promote the high-quality development of the IC sector.

Furthermore, Jiading will expedite the construction of high-end medical device industry clusters, advancing projects such as the United Imaging Town core pilot area.

The district will simultaneously boost biomedicine projects like Shanghai Anting International Medical Industry Park Phase III.

Optimizing future industries

Jiading will define regulatory responsibilities for emerging formats such as short dramas and ACGN (animation, comics, games, and novels), improving regulatory transparency and streamlining approval processes to support these growing industries.

The district will proactively lay out new sectors such as embodied intelligence, AI+ key actions, low-altitude economy, new energy storage, animation and games, issuing supporting policies, and increasing support.

It will rely on short video industry platforms to actively cultivate new business formats such as livestreaming and short videos, stimulating new online consumption.

The district will also improve the comprehensive service platform for green industrial development, building a sustainable manufacturing standard system and a green low-carbon supply chain system.

4. Creating a business-friendly social atmosphere

Building vibrant neighborhoods

Jiading will optimize the regulation and approval of outdoor stalls, advertisements, and signage to support the development of the debut economy and night economy, continuously enhancing neighborhood vitality and everyday urban vibrancy.

The district will encourage the building of creative, ecological neighborhoods centered around cultural and sports venues, theaters, and art schools, attracting professional institutions and startups to drive growth in the cultural and creative sectors.
