The Jing'an District Cross-Border Data Flow Service Center was inaugurated on Nov 29, marking the first such facility in Shanghai's central urban area.

The center's launch aligns with national strategies to balance development and security while promoting efficient, secure cross-border data flows.

Operating under three core functions — policy coordination, service provision, and innovation pilot, the center will provide enterprises with one-stop services including policy interpretation, compliance consulting, and application assistance.

These efforts are designed to help businesses navigate legal requirements, reduce compliance costs, and enhance global competitiveness.

During the launch ceremony, Jing'an district released a cross-border data service kit containing policy guides, compliance handbooks, and operational manuals for data export assessments and filings.

The kit will be regularly updated based on evolving regulations and enterprise feedback.
