Minhang unveils latest plan to optimize business environment
Shanghai's Minhang district has released a new action plan to establish a world-class business environment characterized by market orientation, legal protection, and international standards.
The plan focuses on improving government services, strengthening the industrial ecosystem, promoting fair market competition, and enhancing social co-governance to upgrade the business environment and improve enterprises' experience.
Key highlights of the plan include:
1. Improving government services
Integrating online and offline services
Minhang will optimize the service model of "online pre-approval, offline document submission", expand fully online processing for a wider range of government services, and enhance user experience on the Minhang section of the Government Online-Offline Shanghai e-government platform.
The district plans to provide integrated services, including financing, talent attraction, legal protection, and scientific and technological innovation services. It will also enhance the effectiveness of self-service terminals.
Enhancing foreign-related services
Minhang will capitalize on the optimized layout of the China (Shanghai) Pilot Free Trade Zone, and implement the upgraded 3.0 policy package for the Hongqiao International Open Hub, along with innovation-zone policies linked with the Shanghai FTZ, to achieve breakthroughs in pilot areas including biomedicine, finance, trade, and investment facilitation.
The district will strengthen professional service platforms such as the Hongqiao Import Commodity Exhibition and Trade Center, Hongqiao Overseas Trade Center, China Shanghai Human Resource Service Industrial Zone Hongqiao Park, and the Hongqiao International Central Legal Services District to enhance service capabilities.
Minhang will enhance policy support for regional headquarters of multinational companies and foreign-funded R&D centers, and promote reinvestment by foreign investors in China.
It will implement measures to facilitate the inspection of first-entry imported consumer goods, provide incentives for Authorized Economic Operator (AEO) enterprises, and innovate digital and intelligent supervision models for import.
The district will also improve foreign-related service windows to make work and daily life more convenient for expatriates.
2. Optimizing the industrial ecosystem
Strengthening targeted industry support
Minhang will implement a "One Industry, One Policy" service model around key sectors such as advanced energy equipment, low carbon, aerospace, and biomedicine.
This model involves creating a specific implementation plan, a base, a fund, a policy, and a dedicated team for each industry, and establishing a coordinated business service system with government departments, industrial parks, leading enterprises, business associations, and professional institutions.
Optimizing innovation and entrepreneurship services
Minhang aims to strengthen the entire innovation chain, linking universities and research institutions with incubators and industry. Efforts will focus on improving policy implementation, accelerating the transformation of scientific research into practical applications, and cultivating high-level talent.
The district will also speed up the development of high-quality incubators and explore paths for combining specialized incubation with industrial cluster fostering.
Enhancing financing services
Minhang will boost the construction of an equity investment cluster by expediting the building of a robust fund cluster and supporting tech- and innovation-driven enterprises.
It will also strengthen services for companies preparing for initial public offerings (IPOs), providing a "green channel" for qualified enterprises.
The district will accelerate the development of an inclusive finance demonstration zone and support micro, small and medium-sized enterprises through coordinated financing mechanisms.
It will also integrate diverse financial resources, including banking, insurance, and guarantee services, and enhance support for these enterprises through high-quality development loans and credit-based inclusive financial products.
3. Building a law-based environment
Ensuring fair competition for all business entities
Minhang will implement fair competition policies, strengthen fair competition reviews, and improve internal review mechanisms.
Efforts will be made to address and rectify "involution-style" competition, build specialized teams to handle unfair competition cases, and strengthen supervision and law enforcement against unfair competition practices.
Strengthening intellectual property protection
Minhang will set up a service center for the registration of data product IP rights, and initiate local pilot projects for these rights.
The district will accelerate the development of the Minhang sub-center of the Shanghai Intellectual Property Protection Center to enhance the efficiency of patent pre-examination, rights confirmation, and rights protection.
Focusing on key industries such as integrated circuits, artificial intelligence, and biomedicine, Minhang will establish a fast-response channel for business-related disputes.
4. Boosting social co-governance
Enhancing basic-level business services
Minhang will establish a routine and standardized procedure for government departments to respond promptly to the needs of enterprises, subdistricts and towns.
Strengthening government-business communication
The district plans to enhance communication between the government and industry through roundtable discussions and complaint-response mechanisms.
It also encourages industry associations and chambers of commerce to participate in policy making, explanation, public outreach, and feedback.
