​Shanghai's Putuo district has consistently prioritized the improvement of its business environment in order to boost its competitiveness in the region, with over 500 reform measures introduced during the 14th Five-Year Plan period (2021-25).

During the process of upgrading the program for optimizing its business environment, Putuo has been focused on facilitating the administrative review and approval process, enhancing the supply of the factors of production such as human resources, capital and land, and promptly addressing concerns from business entities, thereby fostering a fertile ground for enterprises' growth and economic vitality.

The administrative service center of Putuo integrates various functions designed to meet the needs of businesses and citizens, highlighting convenience and standardization. With initiatives like "one-stop services" and "cross-department work", the district aims to improve administrative efficiency and allow companies or citizens to finish their businesses with a single visit. The district's market supervision bureau has simplified several processes, reducing approval times to as little as 30 minutes, with over 77 percent of market access tasks processed immediately.

Financial, land, and talent resources are taken as crucial factors to support for the improvement of business environment. During the 14th Five-Year Plan period, Putuo has facilitated 7.6 billion yuan ($1.06 billion) in credit and 3.53 billion yuan in loans through local banks. Since the beginning of this year, the district has offered 10 billion yuan in financing with interest subsidies. The district earmarked over 53 hectares of land for industrial use and secured over 10,000 housing units for talents working and living in the district, ensuring comprehensive support for businesses.

In addition, Putuo has established a regular government-business communication mechanism, with a service package put in place for key enterprises and a service specialist system created to better address the issues and concerns raised by businesses, allowing for targeted support. By providing customized solutions, it enhances enterprises' satisfaction and fosters a more business-friendly environment that supports sustainable growth.
