Putuo's innovative "sports + investment" model reflects its commitment to combining business attraction with enterprise support. The district has established dedicated teams, analyzed company profiles, monitored industry trends, and provided targeted solutions.

Through in-depth dialogue covering corporate strategies, sector ecosystems, and regional dynamics, the district empowers enterprises across five dimensions: systems, capabilities, scenarios, processes, and ecosystems.

The Putuo District Investment Promotion Office collaborated with sub-district administrations and regional investment centers to organize industry events that enhance the district's industrial vitality and competitiveness. For example, the Changshou Road subdistrict hosts non-ferrous metals matchmaking sessions, while the Caoyang Xincun subdistrict focuses on robotics.

Regarding process optimization, Putuo has launched a platform that has handled 869 corporate requests. Meanwhile, the Putuo district market supervision bureau leverages big data analytics to provide customized regulations for enterprises.

With high-level platforms like the Haina Digital Innovation Center, Putuo is actively promoting development along the Shanghai-Nanjing Industrial Innovation Belt by creating a collaborative innovation hub, promoting rapid project approvals, and establishing an industry-academia-research collaboration platform.

Putuo now handles one-sixth of Shanghai's bulk commodity trading, with non-ferrous metals accounting for one-third of the trading. The district also offers specialized training programs to enhance officials' expertise at all levels.

To support industrial growth with legal services, the Putuo District Investment Promotion Office established Shanghai's first sci-tech finance dispute resolution center and launched the district people's mediation committee for the sci-tech finance industry.
