For the registration of establishing permanent representative offices of foreign enterprises, the following documents are to be prepared and submitted:

Application Materials

1. Application form for permanent representative offices of foreign (regional) enterprise registration (filing) (mandatory);

2. Documents of domicile for the foreign (regional) enterprise and legitimate business certificates (in existence for at least 2 years) (mandatory);

3. Articles of association or organizational agreement of the foreign (regional) enterprise (mandatory);

4. Power of attorney or authorization for the person to sign documents on behalf of the foreign (regional) enterprise (mandatory);

5. Appointment documents for the chief representative and representatives of the foreign (regional) enterprise (mandatory);

6. Bank reference indicating the financial credibility of the foreign (regional) enterprise issued by a financial institution (mandatory);

7. Resume and identification documents of the chief representative and representatives (mandatory);

8. Certificate of the representative office's premises usage (mandatory);

9. Approval documents issued by relevant authority (non-mandatory);

Additionally, for the establishment of profit-oriented representative offices in accordance with international treaties or agreements to which China is a signatory or participant, corresponding documents shall be submitted in accordance with the law (non-mandatory).

(1) If the review results fail to meet the criteria, the application will be rejected, and the applicant will be informed of the materials requiring correction.

(2) If the review results meet the requirements, the application will be accepted and approved (processed on the spot), the documents will be delivered (to be collected within 10 days), and the decision will be made public.
