How can foreign nationals obtain a Certificate of No Criminal Record?

Q: I previously studied and resided in Shanghai as an international student. I have since graduated and returned to South Korea. I am currently applying for a Canadian visa and am required to obtain a Certificate of No Criminal Record for Foreigners.

The required documents include:

  • Accommodation Registration Form for Overseas Personnel in Shanghai
  • Application Form for Certificate of No Criminal Record for Foreigners

Therefore, I would like to ask:

What specific materials are required to apply for the certificate?

Is it possible to apply online or make an appointment in advance?

If I am unable to collect the certificate in person, can I authorize someone else to collect it on my behalf?

 

A: Foreign nationals who have stayed in China for at least 180 days with a residence permit since their first entry, and whose residence permit was issued in Shanghai or who actually resided in the city during that period, may apply for a criminal record check in Shanghai. To apply for a Certificate of No Criminal Record for Foreigners in Shanghai, please refer to the following information:

1. Applicants must apply in person at the exit-entry administration office. No appointment is required.

2. When applying, the following materials are required:

  • Original passports and residence permits valid during the period covered by the certificate;
  • A copy of the Accommodation Registration Form for Overseas Personnel in Shanghai;
  • A completed application form for the Certificate of No Criminal Record for Foreigners, which must be filled out on site and is not available for download in advance.

3. The certificate may be collected by an authorized representative on your behalf, provided that the original receipt issued at the time of application is presented.

4. All submitted materials are subject to on-site verification. Additional supporting documents may be required if materials are unclear or insufficient.
